UK-Portsmouth: statutory audit services
4502- external audit services. The University of Portsmouth is inviting tenders for the provision of statutory external audit services to the University and its 2 wholly owned subsidiaries, University of Portsmouth Enterprise Limited (UPEL) and University of Portsmouth Investments Limited (UPIL). The appointment will be made from 1.8.2011 and will be renewable annually. The successful tenderer will act as auditors for the 2010/11 financial statements. It is not expected that the University will undertake formal market testing of the service again for 5 years. Requirements: The service provided will need to conform to the Higher Education Funding Council for England's (HEFCE) Accountability and Audit Code of Practice 2010 and the 2010 Financial Memorandum and any successor and supporting documentation. In particular the University would expect the terms of reference for the external audit to be based on the model terms of reference from the Handbook for Members of Audit Committees in Higher Education Institutions (HEFCE Publication 2008/06). Any proposed departure from the Handbook must be identified in the tender submission. The successful tenderer will need to work closely with the University's internal auditors who are currently BDO LLP. Currently the contract provides for about 150 days of internal audit work per annum. The University would also highlight the relationship that must exist between the external auditor and the University's Audit and Quality Committee. It is expected that, prior to submission of tenders, tenderers will need to discuss in detail the responsibilities of the appointed auditor.
