UK-Birmingham: IT services: consulting, software development, Internet and support
Design and implementation of a case management system in the SharePoint 2010 environment. The water services regulation authority (Ofwat) wish to appoint a contractor to design and implement a case management system (CMS) within a SharePoint 2010 environment. Support services may be required; suppliers invited to tender will be required to recommend suitable on-going support services. In terms of the duration for support services - at this stage it has not been decided and may fall out of the tendering exercise. Further information will be provided in the invitation to tender documents. We anticipate that the design and implementation of the CMS will start in early April and will go live in January 2012 with a further month if required for migration. The aim of this assignment is to deliver an effective and flexible CMS to capture and manage the full range (current and future) of cases dealt with by Ofwat. The new CMS will be a key tool in making sure Ofwat meets its casework targets and will provide valuable management information to inform Ofwat's strategy and policy development. As part of an internal review of case handling, it has also been decided that a new case management system is required to support all types of casework activities. The casework we undertake at Ofwat is varied. It ranges from a few large, complex and resource intensive investigations (such as Competition Act cases) to a high number of smaller, but equally important complaints and enquiries from consumers. Ofwat has recently decided to use SharePoint 2010 to provide intranet functionality with the intention of extending this to provide document and information management functionality as well. The CMS must be delivered in a way which is consistent with other technology/ system developments within Ofwat such as the development of a document management system (DMS) and the development of a new intranet. We also wish to have a system which we can continue to adjust as requirements change and one that does not rely on large amounts of specialist configuration or coding. For the above reasons, we believe that SharePoint is an ideal starting point for implementing a CMS that would meet the majority of our requirements. However, given our detailed case handling processes we understand that an efficient and cost effective solution to delivering our CMS in a SharePoint 2010 environment might require the use of contractors software or third party work flow software. Key Skills and experience Ofwat believes are necessary to delivering this requirement: — Extensive experience of Microsoft SharePoint 2010 and the environment that this product works in (server environment and desktop environment), — Excellent relationships and access to Microsoft resources with an understanding of their roadmap for SharePoint, — Extensive experience of advising on and implementing case management and document management systems. Experience of balancing user and system needs to keep development costs to a minimum, — An extensive knowledge of the software and consulting market that exists around SharePoint 2010: such as third party development, workflow software and other extensible modules for use within the SharePoint 2010 environment, — Extensive knowledge and experience of using workflow tools in SharePoint 2010 and complementary products and an ability to build workflows in the chosen software, — Understanding of Freedom of Information requirements, — Experience of system implementation, including training users and data migration.
