NO-Oslo: project management consultancy services
9-SAM-2011 Hire of project manager for road projects In the period 2011-2015, Oslo municipality will make extra effort in renovating the road network in Oslo; the project "Road Improvement Effort 2015" ("Veiløft 2015"). In order to carry out the projects scheduled for 2011 and 2012, the Agency for Road and Transport, henceforth referred to as the Awarding Authority, will require additional project management capacity. The project manager will be associated with the Street Plan Section at the Department for Planning and Development at the Agency for Road and Transport. The contract period is 1 year with option for prolongation of the contract until the initiated assignments are completed. Relevant projects for these assignments are i.a.: — Construction schedule for restoration of Erlings gate, Egnehjemveien, Johan Svendsens gate, Hegermanns gate, Bentsebrugata, Ruseløkkveien, Observatioriegata, — Development plan and construction schedule for new pavement at Hellerudfaret, — Development plan for construction of a parking area at Trasop School, — Construction schedule for reconstruction of bicycle lane in Ekebergveien, — Construction schedule for upgrading of the bicycle route in St. Halvards gate. For some of the projects, the engineering design services have already been initiated at the beginning of the assignment. It may be relevant for the project manager to carry out other, smaller assignments which will be given the Awarding Authority during the contract period. The Awarding Authority mainly engages external consultants for engineering and planning and has entered into framework agreement with 6 consulting engineering companies; Asplan Viak AS, Sweco Norge AS, Hjellnes Consult AS, Cowi AS, Multiconsult AS and Norconsult AS. Some of the project manager's assignments will be to place call-off orders against the framework agreement and follow up the companies' works. If a project manager is employed by one of the companies included in the framework agreement, question regarding the impartiality will occur. Compare the Public Administration Act's § 6. Since this will collide with the parity principle in the procurement regulations, the Awarding Authority cannot enter into contract with the one company when it comes to project management and framework agreement for engineering design. In cases regarding public procurement, it is a principal motive that the public, including the market and potential suppliers, have confidence that no suppliers are favoured and that the contest is fair and based on non-discrimination and transparency. Based on this, the 6 above listed companies will not be allowed to participate in this tender contest regarding project management in connection with road planning. NO-Oslo: street-lighting maintenance services
68-SAM-2010 Operation and maintenance of municipal road and street lighting in Oslo The objective of the procurement is to appoint an operation contractor who shall maintain the street and road lighting systems in Oslo, as much as possible within the existing contractual and budgetary frames. The operational tasks are to be carried out continuously throughout the year. In general, this means various administration, coordination and renovation of, i.a. fault corrections in ignition systems, repairs of approx. 10 000 error messages, (changing light sources, single lamps included), execution of a great deal of small and medium-sized project assignments, improvement of approx. 100 cable faults and possibly group change of light sources in some districts of Oslo. Providers will also be responsible for procurement of materials. The street lighting systems in Oslo consist of approx. 850 street lightning ignition points, where approx. 200 are shared with the Norwegian Public Roads Administration. Ignition points are not uniformly designed, but rather placed in network stations, network kiosks, cabinets in pylons or detached cabinets. They are partly controlled by a central PLC ignition system from the 1980s and partly by more modern systems. The street lighting points supply a total of approx. 60 000 lamp points where approx. one half of these are installed in a joint distribution pylon with Hafslund Nett's distribution network. In the streets in the central areas of Oslo, many of the lights are installed in wire stretches between the facades. The road and street lighting systems has its own network that stretch along the entire local road network. The central areas of Oslo mainly consist of buried cables, while the outskirt of Oslo mostly consists of aerial lines. The documentation of the systems is in general inadequate and there are also challenges related to many cable ruptures and limited overview of which ignition point that supplies the various light points. As stated in the specification, the provider shall through daily operations update the system information for components, but not carry out major collection of system documentation. The Awarding Authority focus on modern management and information systems, which means that the provider must adapt to this both in fields and in connection with the administration of the work.
