Finance for Business North East Microloan Fund Management Contract. The contract is for the delivery of the Finance for Business North East Microloan Fund in the North East of England (the Fund or Microloan Fund). The Fund is being established by North East Finance (Holdco) Limited (NEFL) in its capacity as the holding fund manager of the North East of England JEREMIE programme and will become the seventh fund in NEFL's JEREMIE portfoio. The Contracting Authority will be a wholly-owned subsidiary of NEFL: North East Finance (Subco) Limited. JEREMIE is the Joint European Resources for Micro to Medium Enterprises initiative of the European Commission and the European Investment Fund, which is designed to increase the availability of finance to micro, small and medium sized enterprises in the European Union. NEFL has raised in total 125 000 000 GBP of investment capital from the European Regional Development Fund, One North East and the European Investment Bank and this will be invested in SMEs based in the North East of England by 2015 via a number of venture capital and loan funds, including the Microloan Fund. The capital allocated to the Microloan Fund is 5 000 000 GBP, which is to be fully invested by 31 December 2014. Depending on the level of unmet market demand for small amounts of loan finance and the performance of the appointed fund manager, additional capital up to a maximum of 2 500 000 GBP may be allocated to the Fund by NEFL. NEFL may also extend the term of the contract (and the active lending phase) by up to two years. The supply and installation of a robot cell for use as a relative motion rig. The University of Bristol is planning on setting up a robot cell for use as a relative motion rig (RMR) as well as R&D in composites manufacture for automation. The RMR concept is to consist of 2 robots (minimal 6DOF 100kg payload and at least 2m reach), one of which is in a fixed position and the other on a floor mounted linear track. The robots and track must be suited to a range of requirements for relative motion testing at the University of Bristol, Queens Building, BS8 1TR, UNITED KINGDOM. The cell must be in place and demonstrated to be operational by 18.2.2011 (12:00 noon). As this rig will need sufficient flexibility to support a range of dynamic and manufacturing applications, when making the selection of the robot cell, emphasis will be placed on the interface and controller, ease of use, level of support available, as well as absolute performance. The Geoenvironmental Research Centre (GRC), located at the School of Engineering, Cardiff University has recently secured funding for the SEREN project worth over 8 350 000 GBP from the Welsh European Funding Office (WEFO) under the ERDF West Wales and the Valleys Convergence Programme 2007–2013. The SEREN project has been designed specifically to deliver the objectives of the Convergence programme as defined by the Operational Programme and Strategic Framework, as its function is to increase the value of the low carbon offerings of companies, hence helping them to move up the value chain and to increase value added per job. SEREN also has strong strategic and operational links with activity in related fields, such as links with international research projects and a wide range of industrial collaborators. The aim of the project will be to deliver new and innovative ground engineering technologies that will address the low carbon agenda. These technologies will be showcased and promoted globally with a view to encouraging organisations with low carbon initiatives to move to Wales. The thrust of the project will be to create new companies and jobs, support existing companies, and increase profitability in companies within the Convergence Area. In short, the project will commercialise innovative ideas. The project target beneficiaries will be SMEs in the Convergence area, as well as local government organisations and the Welsh Assembly Government. At the heart of the project will be the development and strengthening of a climate of innovation and exploitation of low carbon technologies across Wales, highlighting Wales as a leader in this area. Ground source heat energy Space heating and cooling is accountable for a large proportion of carbon dioxide emissions in the UK. Producing heating and cooling via a method which directly or indirectly reduces carbon dioxide emissions therefore has the potential to vastly reduce carbon dioxide emissions. Ground Source Heat (GSH) is a method of utilising the heat stored in the ground to provide heating or by 'injecting' heat into the ground, provide cooling. It is normal to use a heat pump to 'translate' heat stored at low temperatures in the ground to higher temperatures used for heating or visa versa for cooling, via a compression/decompression cycle. Within the UK it is anticipated that to meet the governmental targets of 12 % renewable heat generation by 2020 a vastly increased rate of GSH installations is required. To achieve this, uncertainties, i.e. risk, need to be reduced, cost efficiency needs to be increased and workforces need to be established and trained. The aim of the Ground Source Heat work package within the SEREN project is to remove some elements of risk by well designed and executed experimental programmes, develop numerical models and software to aid design of such systems, undertake detailed advanced numerical modelling of installations, test novel installations and undertake dissemination and training activities.
