Cheltenham Borough Council ('the Council') is seeking a private sector partner ('PSP') to invest in and deliver a major regeneration and development project at a site in the area of North Place and Portland Street in Cheltenham. The site extends to approximately 2.06 hectares (5.075 acres) and is located 250 metres North of the High Street and connects the retail centre to both Pittville (and its extensive park) and the Brewery (leisure dominated) complex. The site consists of two extensive surface car parks owned and operated by the Council. There is an additional parcel of land situated to the South of Portland Street car park owned by the Council which is also available. As part of the opportunity, the PSP is expected to purchase an interest in the site from the Council and deliver a minimum of 100 housing units (40 percent of which must be affordable) together with a minimum of 300 car parking spaces solution available to the general public, a bus node solution, and public square/public realm works to provide linkages between the sites. Solutions may involve returning completed assets to the Council or the PSP retaining, maintaining (and where relevant) operating them for the Council's and public's benefit. The project also involves the opportunity for the PSP to invest in and develop additional housing and residential accommodation; office and business developments; and retail and leisure developments etc. (and incidental or related works to these developments) as part of its solution.
