NYnet working on behalf of North Yorkshire County Council (NYCC) wishes to develop a framework agreement consisting of several service providers for the provision of Community Broadband Services. Throughout this document NYnet and NYCC will be referred to as the authorities. The framework will provide awarded service providers the opportunity to be on a closed list of Service providers who have been assessed as capable of providing Community Broadband Services. This procurement provides the route to get on the closed list. The authorities (or other local authority as appropriate) will work with local partners and communities to establish discrete projects to provide Community Broadband Services to a defined 'cluster' of communities. This work will be facilitated by Connecting North Yorkshire. Connecting North Yorkshire (CNY) is a strategic partnership with a vision to bring access to high quality broadband to all premises in the North Yorkshire sub region. Each project will be offered to all framework service providers via a further competition which will identify the most suitable Service provider for that project. The framework will be reviewed on an annual basis to be extended by a period of 1 year to a maximum of 4 years (1 year +1 year +1 year +1 year). This will enable the authorities to review the suitability of the framework to the current market environment and the performance of framework Service providers. The framework is separated into 2 lots: — Lot 1, North Yorkshire sub region Community Broadband Services, — Lot 2, UK Community Broadband Services. Service providers may bid for lot 1, lot 2 or both lots. Lot 1 of the framework is solely for use in the North Yorkshire sub region. Lot 2 of the framework is for all other areas of the UK. Important note: if your organisation wishes to be considered for any projects in the North Yorkshire Sub region you must at least bid for lot 1 North Yorkshire sub region Community Broadband Services. The delivery of high speed connectivity to every rural village and town is required in order to keep rural economies competitive. Universal availability of a high standard of connectivity is required to support business growth, enable key public services to be delivered online and permit a quality home working experience from anywhere in the UK. The following text explains the situation in the North Yorkshire sub region. This may not be identical in scope to other local authority areas wishing to use the framework under lot 2. CNY has confirmed two key broadband objectives: 1) The procurement of a wholesale next generation broadband infrastructure across the majority of the North Yorkshire sub region, this procurement is in progress and is entirely separate to this framework; 2) The setting up of a framework to attract and assess Community Internet Service providers who can design build and operate viable Community Broadband Services in small rural communities to business and residential customers. This procurement is in respect of this second objective. Broadband objective 2 (as above), combined with an existing public sector network (for the North Yorkshire sub region the NYnet network) will provide the opportunity for access to high quality broadband Backhaul service in rural locations. These are referred to as digital community hubs and will generally provide symmetrical low latency back-haul with very low contention. The bandwidths available should generally be between 20Mbps and 100Mbps although it is envisaged these may grow to 1Gbps over time. Service providers awarded on to the framework will be invited to compete for specific projects on a cluster by cluster basis. In respect of lot 1 funding is available to a framework Service provider for up to 75 % of the capital element of a project's costs. For lot 2 the upper level of funding may be higher. Any funding will be dependent upon the production of an acceptable business case and will take the form of a grant or a loan or both. Service providers must demonstrate that a scheme is sustainable for a period of 5 years following commissioning of the project in order to receive these funds. Funding will be relative to the size of the scheme (generally within the range of 5 000 GBP to 50 000 GBP). It is projected that the lot 1 requirement could potentially be up to 50 schemes, covering approximately 20 000 business and residential premises. Currently there is no projection for the lot 2 requirement; the scope of lot 2 is entirely dependent on the uptake from individual local authorities and the performance of Service providers on the framework. CNY has started the process of generating community interest, managing expectations and identifying clusters of communities with, typically, at least 100 premises within viable geographical areas. The intention of this is twofold, first to help ensure a critical mass of residential and business customers for potential Service providers, secondly to ensure no areas are left without high quality broadband. The service provider will be asked to provide access network connectivity to the community from the Point of Presence (PoP) as well as internet connectivity to premises in the community. The required method of delivery is deliberately neutral and it is envisaged that wireless and fixed line solutions will be offered as appropriate to the communities, however this does not prevent the use of other technologies. Technologies that are capable of providing services on an open-access basis are mandatory where public funds are applied. In respect of all Universal Service Commitment (USC) of at least 2 Mbps and higher speed broadband delivery arrangements, the authorities will remain Service provider and technology neutral and Service providers may need to collaborate and partner with each other to deliver complete and integrated solutions. Framework service providers will be encouraged to reuse existing infrastructure (including incumbent and public sector networks) wherever possible. Third party access to new subsidised infrastructures and contractual 'claw back' mechanisms will be required to avoid overcompensation and to ensure compatibility with State Aid rules. Humber Bridge A-Frames Replacement. The Humber Bridge is the world's fifth longest main span suspension bridge. It is located to the west of Kingston-upon-Hull in East Yorkshire and connects the north and south banks of the. Humber estuary carrying around 6 million vehicles per year. The main bridge has an overall length of 2 220 metres with a main span of 1410 metres between towers where the road is some 40 metres above water level. Provision of a Product Management Service. Rail Settlement Plan Limited ("RSP") is a company, owned by Train Operating Companies ("TOCs") franchised to operate train services in the United Kingdom. RSP provides and manages, on behalf of TOCs, a range of shared services for use by TOCs and accredited rail ticket retailers enabling provision of a GB wide rail ticket retail proposition. This is achieved by delivering the right information at the right time to the rail ticket retailer, and through capture of sales records for accurate and timely allocation and settlement of revenues. The contract is for the provision of electricity (and optionally heat) to the trust and other third parties referred to in this contract notice to be provided by an appropriate bio-fuel plant located on the Trust'S site. The project comprises the planning, design, programming, construction, commissioning, operation, works and managed services for a bio-fuel electricity generator(s) and associated enabling works, at The Ipswich Hospital, Heath Road, Ipswich, Suffolk IP4 5PD, UNITED KINGDOM; together with the full project management of the same. As part of the managed service, the contractor will be responsible for the supply of all fuels for the generation plant and support and maintenance of the plant, and the supply and distribution of electricity to an agreed electricity distribution point(s). The electricity generators shall, as a minimum, supply 80 % of the existing site electricity demand broadly varied between 1.2 and 2.0MWe. This demand may vary over the life of the contract. Exporting electricity via the public network at any time will be permissible. The Trust has the responsibility for the ongoing maintenance of the hospital site and certain enabling works will need to interface with existing site services. These works must be carried out in accordance with all relevant statutory, technical, and NHS technical memoranda, policies, standards and procedures. On the basis of this notice, the Trust intends to enter into a competitive dialogue process with appropriately qualified and experienced contractors for the whole design, construction, operation and electricity supply process. The competitive dialogue will lead to an agreed output based technical specification that will include, without limitation, the following aspects: — Detailed planning application, — The construction of the project, — The use of a compliant bio-fuel, — The purchase, site delivery and storage of a compliant bio-fuel, — The installation of modular generation units with the scope for future conversion to combined heat and power capability, — Terms of energy supply to The Ipswich Hospital and other site users, — Liaison with the distribution network operator to comply with the operational requirements of the public distribution network in order for surplus electricity to be sold to an electricity supplier or any third party via the public electricity network, — Operational impact on the Trust's electricity network, — Environmental impact assessment, — Commissioning procedures; and — Ongoing service provision. The services and works must be provided in such a way as not to diminish or compromise the operation of the Trust and / or any other users of the Trust site. The competitive dialogue process will also be used to establish appropriate financial structures for the project. Upon the close of the dialogue stage, tenderers will be invited to tender against the final output based technical specification and financial structures determined during the dialogue process. During the construction phase the successful contractor will be required to enter into an appropriate licence to carry out the necessary works.
