An enabling contract for a period of 4 years for the provision technical inspection, certification and repair services for cleaning, de-gassing, inspection, repair and certification of the cargo tanks of approximately 75 fuel carrying vehicles (fuel tankers, aircraft refuellers, aircraft refuelling equipment and tanks) and the cleaning and certification of the cargo tanks of approximately 6 aircraft water bowsers on RAF Stations and detachments overseas. Work on fuel carrying vehicles is to be carried out in accordance with current European ADR regulations and the MOD AESP 2320-A-100-522. Work on aircraft water bowsers is in accordance with the MOD GAI 3006 (drinking water supplies for aircraft). The work is currently required to be carried out at the following locations: Falkland Islands (18 units), Cyprus (25 units), Ascension Island (14 units), Qatar (1 unit), Afghanistan (10 units), Oman (12 units). For operational reasons, the amount of equipment overseas may vary; there may also be a requirement to carry out additional work at other overseas sites not listed and to visit one or more of the sites on a "one-off" basis to carry out repairs. In some cases, where vehicles are being shipped or flown to other locations, only cleaning and de-gassing, with the issue of the appropriate certificate will be required. On other occasions it may be necessary for the successful contractor to repair vehicles where such activity requires access to the interior of the vehicle cargo tanks. Where necessary and appropriate, the Authority will provide air travel and service accommodation in the senior non-commissioned officers (SNCO) mess. In addition, where necessary the Authority will provide transport for the specialist contractor's essential tools and materials from RAF Brize Norton to the overseas location. Furthermore when available, spare specialist cleaning materials, workshop equipment, welding equipment, a suitable air compressor and air eductors will be provided on site for use by the successful contractor. The successful contractor will be required to deploy to certain overseas areas under current MOD regulations for contractors on deployed operations (CONDO) and is required to provide a witness engineer, who must be accredited and appointed by the Department of Transport, to oversee the inspection, services and certification.
