The decision paper must be relevant for central stakeholders as shipowners, ports, LNG providers, member states and other states and the EU, etc. Simultaneously the recommendations from the strategic decision paper must be validated through tests, including a port point of view. The Elmer Square project consists of a contemporary integrated municipal and academic library and digital gallery; a modern teaching facility for South Essex College; and a stimulating research and learning environment provided by University of Essex. The build cost is estimated to be approximately 23 000 000 GBP. The appointed Project Manager will be responsible for ensuring the project is delivered within agreed cost, time and quality parameters including: providing support to the project board, ensuring that appropriate information is provided and expectations are managed, liaising with the partners via their appointed project officer(s), managing the preparation of the tender documentation; overseeing the tendering and appointment process; managing the design team and the Council's account with the design team; managing the project risk register; mediating and managing the working relationship between the design team, contractor and client body; and overseeing the closure of the final account.
