IN-New Delhi: project management consultancy services
Situational analysis and management of behaviour change communication in the states of Orissa and Madhya Pradesh. Project management consultancy services. DFID/India proposes to provide technical support over a 3 year period for behaviour change communication (BCC) to Madhya Pradesh (MP) and Orissa within the overall results framework for the sector budget support (SBS) programs. Behaviour change for improved feeding and caring practices for under-twos for nutrition, malaria, family planning and care during pregnancy are priorities for both the states. In addition both the states want to strengthen their capacity to plan, implement and evaluate BCC strategies. DFID/India recognises that while the broad themes may be similar, the bidders will provide technical inputs and services based on an understanding of state specific key practices that will have a direct impact on achieving the health and nutrition results (outlined in Annex 1) and that can be influenced through BCC. The technical support will: — Measurably improve knowledge, behaviour and practices that have a direct impact on health and nutrition outcomes, — Develop sustained capacity within the states of Orissa and Madhya Pradesh to design, implement, manage and evaluate effective BCC activities. DFID/India aims to provide high quality, technical support to the two states (Madhya Pradesh and Orissa) to develop and execute behaviour change communication, with a high priority to interpersonal communication (IPC), and a focus on 2-3 other priority areas for each state. State priorities for BCC will differ and will be identified in consultation with the respective governments and will be based on formative assessments and analysis. MP has recognised nutrition and a focus on strategies for under-2 as the highest priority and the recent launch of the Atal Bal Arogya and Poshan Mission will provide further impetus to the state's efforts. Orissa wants to build on its past work and is looking at integrated communication approaches around maternal and child health, nutrition and malaria. By working closely with the state and district level institutions for situational analysis and management of the BCC, DFID support will build the technical capacity of Department of Health and Family Welfare (DHFW) and Department for Women and Child Development (DWCD). UK-Newcastle upon Tyne: data supply services
Identity Verification Service for On-Line Claims to Benefit. This contract will be for the use of the Department for Work and Pensions (DWP). Further information can be viewed by selecting "About DWP" on the Departmental website at www.dwp.gov.uk. The Authority has a requirement to select a supplier who can provide biographical data to supplement that already available to the department. The Automated Service Delivery (ASD) project has a requirement to ensure that a solution is in place to successfully support all customers to use a remote service. This will support the ASD target of 80 % of DWP customers going on to self serve using remote channels. DWP therefore needs access to sufficient biographical data to allow customers to provide the necessary assurance as to their identity. Without such data, DWP will be unable to support remote identity verification tests for sufficient customers to meet self service requirements. ASD Phases 1 and 2 (May and Sep 2011 respectively) will provide change of circumstances functionality for existing Jobseeker's Allowance (JSA) customers who will have a big enough footprint, i.e. data available, in DWP data sources to allow an IDV biographical match. From January 2012 ASD Phase 3 will deliver functionality to support new JSA claims. Analysis of JSA claims data suggests that 31 % of new JSA customers (approx 628 000 claims per year) are unlikely to have the required footprint for an internal biographical match. Given the limitations of DWP data for this customer group, an alternative way of authenticating customer's identity will be required to obtain a biographical match utilising external data sources. State Pension on Line claims will also be included in this requirement from April 2012 with an estimated annual volume of 375 500. To support the Fraud & Error strategy recently published, the Authority has a developing requirement to verify customer information and provide a customer risk profile. Access to data held by third parties is required to substantiate information supplied by its customers either in real time or near real time accross a number of benefits. This requirement may be included in the Invitation to Tender or included at a later stage.
