UK-Dalkeith: refuse and waste related services
Reprocessing of Kerbside Collected Dry Recyclates and Glass. Midlothian Council is inviting tenders for a Term Contract, on a call-off basis, for reprocessing of kerbside collected dry recyclates and glass. The current kerbside collection is provided to 100 % of households using 2 x 44L boxes and is a kerbside sort system. The material outputs from this collection service are mixed paper/card, plastic bottles (both PET and HDPE) and mixed glass and ferrous and non ferrous cans/tins. In order to achieve the Scottish Government's Zero Waste targets the Council is currently undertaking a review of all waste collection services. The outcome of this review is that within the next 12-18 months it is intended to introduce a new replacement fortnightly comingled recycling scheme. The purpose of this change is to expand the range of materials collected to include all hard food and drink plastic containers, paper based food and drink cartons (e.g. Tetra Pak) and Aerosols. Glass will remain as a separate component so as not to compromise the quality of the other materials. It is intended that the agreement entered into will be for an initial period of 5 years commencing 1.7.2011 and if the Council exercises its option to extend, by up to a further 2 years. Therefore, it is incumbent upon interested parties to satisfy the Council that any disposal sites proposed have the capacity and licences to accommodate the Council's waste for not less than the period specified. The Tenderer may submit Prices/Rebates for one or both of the waste streams listed in the Pricing Schedule and the Council shall, following evaluation of the tender award two individual Contracts or a dual Contract.
