UK-Winchester: boilers
Supply, Installation, Testing and Commissioning of Advanced Boiler Controls. The Contracting Authority is seeking expressions of interest from providers who supply and install boiler load optimisation equipment. The project will involve the installation of boiler load optimisation equipment to approximately 1 500 boilers across over 550 school sites in Hampshire. The boilers are a mixture types and sizes, fuelled with natural gas, LPG or oil and range in age from those in excess of 20 years to those less than 2 years. The boilers are variously atmospheric burners, forced draught burners, pressure jet burners, single, multistage or modular firing and may be of the condensing or non-condensing type. The work is to be undertaken over the period September 2011 to February 2012. It is envisaged that the unit shall operate by inhibiting the boiler firing cycle unless it senses a load on the heating system thus preventing firing to offset standing losses in the system and thereby reducing the energy consumed by the heating system. Installation of the unit shall be non intrusive in that pipework modifications shall not be required to facilitate the fitting of the unit to the system. Further, the unit shall be compatible with, shall not impair the operation of, and shall integrate fully into, the existing automatic controls system or building management system. The controller shall be suitable for pressure jet, atmospheric or forced draught type burner fired with natural gas, oil or LPG and shall be compatible with single stage, two stage and modulating burners. Where relevant, the installation of the equipment shall be undertaken by suitably qualified and experienced GasSafe registered engineers. Access to the sites to install the equipment shall generally be during normal working hours 8:00 am to 6:00 pm, however some out of hours working may be required to accommodate schools operating schedules. The equipment shall meet the technical specification as described and the company shall be able to demonstrate that this type of works is either part of their core business or is complementary to their core business. They shall have a record of delivery of this type of works of this scale, ideally within the public sector. They shall be able to demonstrate they have sufficient capacity and resource to manage the process including liaising with the site, installation of the equipment and post completion sign off and verification.
