Provision of insurance services for Merseyside Fire & Rescue Authority and Greater Manchester Fire & Rescue Authority. The cuts in public expenditure announced by Chancellor George Osborne mark the end of the beginning of this period of public sector austerity. Whilst some areas maybe perceived to have fared rather better than others there is a common recognition of the need to re-define the way that public sector business is conducted in the drive to maximize efficiency, particularly through collaborative working. It is via this process that both Greater Manchester fire and rescue and Merseyside fire and rescue service wish to procure their individual insurance requirements by undertaking a collaborative procurement exercise which will demonstrate the economies of scale achievable against an exercise conducted individually. This will be achieved by a streamlined procurement exercise (one response required by tenderers rather than 2) shared service standards and requirements and an aligned programme design structure. It is expected these economies of scale will be seen and accepted by insurers who will provide suitable discounts on premium requirements within their bids. A successful outcome for the authorities will be one that meets the requirements of the individual authority and the collective authorities. Both authorities reserve the right to procure cover on an individual basis if the evaluation process concludes this is the most economically advantageous conclusion. To help achieve the above objectives Greater Manchester fire and rescue and Merseyside fire and rescue service have undertaken a study to ascertain the benefits of a collaborative insurance purchase and have engaged Heath Lambert to provide this and to run a subsequent insurance tender on those outcomes to achieve a mutually convenient – best value insurance tender for both authorities. To this end one ITT will be issued for respondents to consider and quote on. There is alignment on the service standards, marking criteria and corporate commitment requirements to introduce some efficiency into the procurement and on-going insurance provision process. Following the study there are some alignments in the programme design/requirements which are being sought and will be shown in the ITT. All these efforts – it is hoped will demonstrate a more efficient way of dealing with the authorities going forward which will in turn be shown in premium discount by bidders. Collaborative discount provided should be shown. Please be aware that following initial assessment of all bidders' submissions (in conjunction with the specified award criteria) it is the intention to reduce the number of bidders where it is determined that a bid does not meet the required criteria against other bidders and will no longer be considered. An example of this could be pricing at double the market rate and therefore render the chance of success as impossible based on the weighting of price against other criteria. Procurement method: Please be aware it is the intention of the authorities to utilize the Bluelight procurement process (www.bluelight.gov.uk) and prospective tenderers should ensure they are registered users of this system.
