The Grieg Hall – project management, engineering design management and construction management. It has not been carried out essential or systematic renovation during the thirty years that have passed since the opening, and the requirements for reconstruction and renewal are extensive and pressing. An application to the Ministry of Church and Cultural Affairs, Bergen municipality and Hordaland County has therefore been submitted where the Awarding Authority requests governmental involvement in connection with renovation and renewal of the Grieg Hall in the period 2012-2015. The main reconstruction works include areas and equipment associated with the Grieg Hall, the Peer Gynt hall and the foyers, as well as renovation of the roof and main facades, including other general internal upgrading. The total budget is approx. 196 000 000 NOK, excluding VAT, of which approx. 60 000 000 NOK are reserved the theatre/stagecraft. The reconstruction works are expected to be executed during a 4 year period and the works must be adapted to ongoing services/events in the building. The reconstruction works will to a major degree involve the existing building and technical systems. The project will require several senior advisers in addition to the normal "house advisers". Theatre Technical Consultant will be a major participant who shall provide guidelines for other consultants' assignments and services. Strengthening Voice and Accountability - Citizens' Participation and Oversight of Budget Processes in the Kyrgyz Republic. a) The present invitation to pre-qualification (expression of interest) shall enable SDC to assess the suitability of the candidates to submit an offer for designing and implementing a new project in the Kyrgyz Republic. Thematic expertise and practical experience of the applicant in implementing projects related to community engagement, social accountability, local government finance, budget transparency and provision of public services will be an important assessment criteria. b) The project will create space for ordinary citizens to be directly involved in local budget issues, enabling them to gain understanding and confidence in working in partnership with government agencies on the budget process to improve the accountability and effective use of public funds. In doing this, the project aims to inspire, include and empower individuals and communities to take responsibility for the use of public finances in order to improve the provision of public services. The focus of the work will be primarily at the local level of Government and its responsiveness to citizens with regard to the financing and management of public services. This is a level at which citizens can successfully engage and governments are able to respond directly. The project shall apply the following approaches: — capacity development of local government, service providers, civil society organisations and citizens in budget literacy, local public finances, public finance management, public service assessment and accountability, — facilitation of processes, such as budget hearings and participatory budgeting exercises uniting CSOs, citizens and local government, — small grant mechanism for partnerships with local authorities or public service providers. This small grant component will provide local groups with the tools to work on issues addressed in the capacity building components, — Policy Dialogue – Civil Society Oragnizations (CSOs) and local government at local level, through alliances and advocacy, shall try to influence the central-level (central government structures/parliament) on the basis of their findings at local level, — integrating the transversal themes of good governance and non-discrimination. c) The project is conceived with a time horizon of 7 ½ years in three main phases: Phase 1 for 2 ½ years, Phase 2 for 3 years and an Exit Phase of 2 years.
