The supply of individual prepared meals and the hire of specially adapted vehicles to deliver a meals on wheels service. Guildford Borough Council ("the Council") operates an in-house meals on wheels service delivering approximately 45 000 prepared meals within the Borough of Guildford. In order to facilitate the continued provision of the service the Council needs to procure a suitable supply of prepared frozen meals and desserts together with a hired fleet of new delivery vehicles equipped both with ovens capable of storing and regenerating the frozen meals in transit. The vehicles also deliver small numbers of frozen and chilled meals transported in onboard fridges and freezers. The 'Meals on Wheels' are provided through a door-to-door service to eligible residents across the whole of the borough, seven days a week and comprise of a main meal and a dessert. The Council's team of drivers and administrators are responsible for the delivery of the service. In order to ensure compatibility between the delivery vehicles and associated food handling equipment and the prepared meals at all times throughout the contract, the Council wishes to appoint a single legal entity to supply its requirement. The Council will consider bids from a consortium of suppliers willing as a single entity to supply the requirement. The requirement comprises the supply and hire of four delivery vehicles (equipped with fridges, freezers and regenerative ovens) and approximately 45 000 frozen prepared meals per year. The Council may wish to hire an additional vehicle during the term of the contract and will inform the Contractor within the first 18 months of the contract if this is a firm requirement. The hire of the additional vehicle will terminate on the same date as the hire of the other four vehicles. The contractor will be responsible for ensuring the vehicles remain road worthy and for the general maintenance of the vehicles. Replacement vehicles will be required within seven days whenever a vehicle is taken off the road. In recognition of Guildford Borough Council's wish to support sustainable development, the Contractor must demonstrate commitment to purchasing sustainable food and have a sustainable food policy. Sustainable food means food that through its production and processing, sale and consumption, provides social benefits such as good quality food, good health, protection of the environment and avoidance of unnecessary use of natural resources.
