Halton Borough Council and Warrington Borough Council Building Schools for the Future Project. Halton Borough Council published a contract notice in the Official Journal of the European Union with reference number 2009/S 158-230902 (the Contract notice) on behalf of itself and the Contracting Authorities (as defined in Section VI.3 of the Contract Notice) seeking to appoint an innovative private sector partner or partners to participate and invest in a new Public Private Partnership vehicle (a "Local Education Partnership" or "LEP") to be established jointly with some or all the Contracting Authorities. As described in the Contract Notice, the LEP would be required to provide (or arrange for the provision of) "Partnering Services", which would include (but not be limited to) the development of a strategic investment programme for some or all of the following areas and facilities: (a) - educational facilities including but not limited to secondary schools; special educational needs schools; post 16 educational facilities; libraries; pupil referral units; primary schools; and nursery and kindergarten schools; children's services; adult and community services and facilities to provide lifelong community, family learning and education; and services and facilities ancillary, incidental or related to or enhancing of the educational facilities; (b) – recreational cultural and sporting facilities to include but not be limited to cultural gallery space, museums, theatre space and community leisure centres; (c) – health services and facilities to include but not be limited to general medical practitioner surgeries and consultation facilities; pharmacy services and facilities; and polyclinics; (d) any other facilities to be provided by one or more of the contracting authorities in the exercise of the powers contained in Section 2(1) of the Local Government Act 2000. (together the "Relevant Facilities") in the Contracting Authorities' area. The Partnering Services would also comprise of the following services: (a) strategy advisory services; (b) programme management services; (c) project development services; (d) procurement consultancy services; and (e) procurement and delivery or management of all services required to deliver the strategic investment programme for the Relevant Facilities (including through the provision, integration and management of supply chain arrangements). It is anticipated that such services may include: (i) architectural services; (ii) engineering services; (iii) construction services; (iv) technical services; (v) building services; (vi) hard facilities management services; (vii) soft facilities management services; (viii) information communication and technology ("ICT") services including ICT equipment systems and services which are designed, implemented, serviced and maintained to provide a fully integrated service across all or any of the relevant facilities and services; (ix) educational support services; (x) education programme development services; (xi) educational strategy services; (xii) services of the like character to the above and/or including services which are incidental, ancillary, related to or enhancing of the above listing of the services; and (xiii) any additional services which may encompass, as appropriate, initiatives in relation to Pan-Government joint/shared services and collaborative working. The Partnering Services would be provided for a period of up to 15 years, save that the ICT Services would be provided for a period of up to ten years (initially 5 years). The PFI facilities management services would be provided for up to 25 years. The Relevant Facilities, which may be a mixture of new build and refurbished facilities, will be delivered under the Private Finance Initiative (PFI) and/or design and build arrangements. This may include the delivery of the relevant facilities through separate Special Purpose Vehicles ('SPVs') established by the LEP. Where an SPV is established, the shareholders in such SPV may include the LEP, the Contracting Authorities, third party equity providers and supply chain members. The Contracting Authorities may contract directly with the LEP or where an SPV is established, with the SPV. The LEP may also be required to provide for, or arrange for the provision (through supply chain arrangements) of, the management and/or integration of the Partnering Services, design and build and construction contracts, facilities management services, support services and ICT services (this list not being exhaustive) where the Contracting Authorities' existing arrangements are either transferred or expire. SE-Stockholm: electrical signalling equipment for railways
MER - resignalling Stockholm metro. SL will undertake a project to upgrade the signalling systems on one of the 3 Metro lines, namely the Red Line. Within approximately 10 years even the Blue line will be upgraded. A new signalling system, including control and supervision and necessary interlockings, will be procured to replace the existing systems. The scope of delivery will be in form of a turn-key –project including as well system delivery, engineering, installation as all other activities and equipment necessary to fulfil the project up to entering revenue service. Support during system life time shall be included. The new system is due to enter revenue service not later than 2013-12-31. The red line metro was built between 1964 and 1978 and comprise today of the lines: Norsborg-Liljeholmen-Östermalmstorg-Ropsten, Fruängen-Liljeholmen-Östermalmstorg-Mörby Centrum, 41,2 km of double track and 36 stations. At each end the line divides into two branches. At peak usage there are 24 trains per hour running through the central section of the red line. The future demand will be at least 36 trains pro hour. The today existing installation is comprised by 36 interlockings (signal boxes). None of the interlockings have a panel for local control. The interlockings are supervised by an OCC situated at the station Liljeholmen. Replacement of the old relay based control and supervisory systems will be a part of the project. On board the trains there are cab signalling equipment operating with a 3 speed code. The code is induced in the track circuits and read from the rails by an antenna mounted close above the rails. The Blue line metro was built between 1975 and 1985 and comprise today of the lines: Kungsträdgården-Västra skogen-Hjulsta and Kungsträdgården-Västra skogen-Akalla, 25,5 km of double track and 20 stations. At one end the line divides into 2 branches. The current intention is to install a driver supervised STO (ATO) system. However, there might be an interest in the future to assess fully automated operations (UTO). Among the prerequisites for the new signalling system are to observe - The vehicles shall be able to run on all three lines of the metro. Either by using the same system (from green line) or after switching systems (manual or automatic) passing the border between 2 lines. — The new system must have an active surveillance of signal in stop and prevent vehicles to pass a signal in stop, — The new system shall automatically run the trains according to timetable which shall be read from the existing passenger information system, — The new system must be built based on well proven techniques, — Installation and migration scenarios must be provided from operational perspectives and shall cause no disturbance on ongoing traffic, — The chosen STO-system must at a later stage be possible to upgrade to fully automated (driverless) operation (UTO). SL would like to have the following options within this procurement: — Resignalling of the blue line with the same system as the red line, — Maintenance for the red line system for three years after acceptance, — Maintenance for the red line system for seven years after acceptance, — Maintenance for the red line system for the whole system life time, — Education for SL-instructors to enable SL to educate own contractors for maintenance, — Implementation of full UTO on the red line, — Implementation of full UTO on the blue line, — Equip more vehicles to be able to run on all three lines of the metro (price per vehicle), — Additional equipment (turn-key-products, complete with hardware, software, planning, engineering and installation) for miner extensions or changes of the line, e g OCC work place and switches. UK-London: short Message Service (SMS) services
Provision of a National rail Journey Planning Text Service. National Rail Enquiries ("NRE") is a company owned by each of the franchised Train Operating Companies ("TOCs") in the UK to provide on their behalf timetable, journey planning and fares information to the public. NRE currently provides such information through telephone call centres, voice recognition systems, text enquiries and through its web site www.nationalrail.co.uk NRE's call centres currently handle around 10 000 000 calls per annum. The NRE web service receives around 200 000 000 visits per annum. NRE currently outsources the supply of most of its services. NRE also provide a rail journey planning service using SMS text www.nationalrail.co.uk/passenger_services/traintrackertext. The current volumes are around 900 000 texts sent per annum. NRE is putting the existing service out to tender.
