UK-London: Tower Hamlets contracts for the provision of Domiciliary Care services. AHWB3168 domicilliary care service. The London Borough of Tower Hamlets is inviting expressions of interest from suitably qualified and experienced organisations to tender for the delivery of Domiciliary Care services pursuant to the Council's Community Care responsibilities in four geographically defined areas. Each of the four geographic areas making up a lot within the contract consists of two "Local Area Partnership" (LAP) areas – these LAP areas being the geographic basis for the localised delivery of a range of Council and other public bodies' services. Each paired LAP area will be a separate lot in the contract and organisations may express an interest in providing the service in one or more lots. The London Borough of Tower Hamlets has a diverse population, and an example of the ethnic make up of the existing service user population of each of the four geographic areas is included in the documentation accompanying the Pre-Qualification Questionnaire. Prospective suppliers will have to offer, through the procurement process, a high degree of certainty that they will be able to deliver a sensitive and appropriate service to the whole community in the geographic area(s) for which they wish to tender. Listed below is a summary of the four geographic areas: Lot 1 Lap Areas 1 & 2, Lot 2 Lap Areas 3 & 4, Lot 3 Lap Areas 5 & 6, Lot 4 Lap Areas 7 & 8. Approximate number of current service users: lot 1 is 509, lot 2 is 428, lot 3 is 441, lot 4 is 411. Proportion of overall total number of service users: lot 1 is 28.45 %, lot 2 is 23.92 %, lot 3 is 24.65 %, lot 4 is 22.97 %. Proportion of service users from black and minority ethnic communities: lot 1 is 45.7 %, lot 2 is 53.7 %, lot 3 is 38.1 %, lot 4 is 36.9 %. The combined value of the four lots is in the region of £11million per annum, covering the delivery of approximately 800,000 hours of care and support per annum. The value and activity associated with each of the four lots will be approximately equivalent to the proportion of service users in each of the geographic areas (e.g. for LAP 1&2 28.45 % of the combined value = c. 3 130 000 GBP per annum, and of the overall activity = c. 227 600 hours). The Council has introduced an Electronic Home Care Monitoring system, and use of this system to monitor supplier performance will be a contractual requirement. The Contract will be for a period of three years, and will include the relevant clauses to enable the Council (at its sole discretion and subject to satisfactory performance amongst other factors) to extend the contract for a further two years. The service is delivered to adults aged 18+ with a broad range of care and support needs, and this means that successful tenderers will be required to deliver services that include the ability to meet a number of more specialist needs including (but not limited to): — working with people with Autistic Spectrum Disorders, — working with younger adults and older people with complex and multiple disorders which may encompass both health and social care needs, — working with older people with Dementia and related conditions, — end of life care. Traditionally, domiciliary care services have been delivered to the individual in their own home, but with the advent of the Transforming Adult Social Care policy agenda, and the development of Personalisation, this is changing. To support increased choice and control, the Council will require successful tenderers for its Domiciliary Care service contracts to offer services to individuals which actively support them to, for example, access mainstream community facilities and which more generally promote their independence and wellbeing. In this regard, the service to be delivered will have similarities to that offered by an employed Personal Assistant. Prospective suppliers should note that the Council's policy is only to contract with suppliers who have a 'Good' or 'Excellent' rating with the Care Quality Commission, and this will be a pre-condition of being invited to tender.Pre Qualification Questionnaire will be available to download on expression of interest.
