UK-Leicester: repair, maintenance and associated services of vehicles and related equipment
Leicester City Council vehicle maintenance services (3053-11). Repair, maintenance and associated services of vehicles and related equipment. Repair and maintenance of plant. Leicester City Council is a unitary authority which provides a wide range of services to the approximately 280 000 citizens of Leicester, including education, social care, environmental services, libraries, culture and leisure, highway maintenance, trading standards, and others. To assist in the provision of these services, the Council operates a fleet of over 950 vehicles and items of plant. Of these, some 600 are standard cars and vans (typically Ford Fiestas, Focuses, Connect vans and Transit vans); a further 100 are passenger transport vehicles (minibuses and "welfare" buses). The remainder of the fleet comprises a diverse range of more specialist vehicles (although many based upon standard chassis) such as road sweepers, gully emptiers, refuse collection vehicles, skip loaders, grounds maintenance and construction plant, and various ancillary items (demountable bodies, trailers, etc.) These vehicles and plant are currently maintained and repaired by a specialist contractor, under contract to the Council. The contract is due to expire at the end of 2011, prior to which it is envisaged that a new contract will have been awarded as an outcome of this procurement exercise. The new contract will largely follow the same form as the current arrangements, the key points of which are: i) The service covers all vehicles and plant (a detailed inventory will be shared with tenderers as part of the tender stage of this exercise). ii) It includes all planned maintenance, all repairs (including following accident damage), and MoT testing. All parts and labour are included in the contract, which is based upon fixed charges for specific operations (e.g. routine periodic servicing) and scales of rates for other activities. Recovery of broken-down vehicles from within the city area is also required. iii) The service will be provided principally using the premises and facilities made available by the Council. This consists of a large, modern, easily accessible facility located in the Beaumont Leys area of the city. The contractor will occupy the premises under licence, effectively free of charge. At the tender stage of the process, bidders will have an opportunity to inspect these facilities. iv) The current contractor employs a small number of specialist and skilled staff to deliver the services; these individuals are mainly engaged full-time on the Leicester City Council contract, and it is likely therefore that they will be eligible to transfer to the employment of any new contractor, under the provisions of Transfer of undertakings (Protection of employment) Regulations 2006.
