T1373/11 Estates consultancy framework. Devon and Cornwall Police acting as Lead Force are tendering a framework in Lots for the supply of estates consultancy services to the participating forces within the south-west region. The participating Police Forces include Devon and Cornwall, Avon and Somerset, Dorset and Gloucester. This framework will not include the requirements of Wiltshire Police who are also a south-west police force. The framework will be divided into Lots based on the counties of the south-west region as follows: Lot 1 – Cornwall, Lot 2 – Devon, Lot 3 – Avon and Somerset, Lot 4 – Dorset, Lot 5 – Gloucester. Within each Lot the relevant Police Force for that Lot has identified the consultancy disciplines which it requires. Further details of the disciplines required can be found within the PQQ documentation. The framework shall provide consultancy services for individual commissions valued above 14 000 GBP. Participating forces may utilise the framework providers for services below this threshold if desired. The Participating Forces offer no guarantee of commissions under the framework. The framework will be awarded for two (2) years with the option to extend for up to a further twenty-four (24) months. It is the intention to select a single supplier for each consultancy discipline required within each Lot. However, where appropriate the participating forces may agree that more than one service provider may be required on certain lots and consultancy disciplines. This shall be at the discretion of the participating forces. In the case of multiple suppliers within disciplines on the framework, a mini-competition would be undertaken for individual commissions. Participating forces will be able to change the weightings and selection criteria under a mini-competition from that used to award the framework. At present the number of operators provided at II1.4 of this notice is indicative of one supplier per discipline per Lot and may be subject to change if multiple suppliers are identified as required through this process for individual disciplines within Lots. The Marine (Scotland) Act 2010 will help balance competing demands on our maritime environment, integrating the economic growth of industry with the need to protect Scotland's seas. Where new conservation measures are needed, these may be implemented at the wider seas level (e.g. through marine planning); targeted at specific species (e.g. improved protection for seals); or delivered within key locations (e.g. through the identification of marine protected areas - MPAs). To help target nature conservation action under each of these three pillars, Scottish Natural Heritage (SNH) and the Joint Nature Conservation Committee (JNCC) have generated a focused list of habitats and species of importance in Scottish waters - the priority marine features (PMFs - see http://www.snh.gov.uk/protecting-scotlands-nature/safeguarding-biodiversity/priority-marine-features/). A subset of these features will drive the selection of nature conservation MPAs (MPA search features - see http://www.scotland.gov.uk/Resource/Doc/295194/0114024.pdf). A series of recent research projects have pulled together available data on the distribution of these features in Scottish waters, but further work is required to access or refine other significant datasets to fill known gaps (data mining). Existing historical data will also be supplemented through new marine survey (biological and geophysical) delivered via scheduled research cruises wherever practicable, but also through targeted commissions. The programme of new survey work will be undertaken alongside routine condition monitoring of existing protected areas (primarily special areas of conservation - SACs; and sites of special scientific interest - SSSIs).
