The University of the Arts London seeks competitive offers for the provision of the following listed services to be delivered at the University and all associated sites. University of the Arts London is investing in a landmark project that brings the three largest Central Saint Martins College of Arts & Design sites together in one building. Located at the heart of a 64 acre development to the immediate north of King's Cross and St Pancras stations, the new building will deliver unique opportunities in specialist art and design education in an area of significant local cultural regeneration. The centre piece of CSMs new home will be the Grade II listed Granary Building. Built in 1851, to a design by Lewis Cubitt (architect for King's Cross Station), the Granary Building served the grain trade from eastern England, at the high point of English agricultural prosperity. The new campus will enable CSM and University of the Arts London to build on their global reputations for creative talent. The move is planned for summer of 2011 and the building will be occupied by up to 4 000 students and 1 000 staff; and will comprise of a mixture of teaching space, workshops, offices, social space and a purpose built performance space and theatre. The University is looking to upgrade the method for issuing staff and student smart ID cards, which will be used for identification and access to various services. Brief overview The current student/staff cards are a mix of magnetic stripe and Mifare Classic cards, for which usage are currently limited to identification, access, and library services. The issuing process has evolved over a number of years and is not suitable for encoding multiple applications and managing the production of cards. The University's access control systems are equally being upgraded at the existing sites and a second access control system is being installed at the new Kings Cross site. New systems, card supply, interfaces, and processes are required to manage and issue cards, which can be used to access all sites and multiple services. This project will enable improvements to student-facing services, improve site security, and support improvements to student enrolment and administration. The procurement covers the supply of smartcards, bureau card production services, smartcard readers and card management services as defined by the instructions, specifications, interfaces, service levels, and processes issued by the University. North East London Treatment Centre Procurement. In advance of expiry of the existing contract for Independent Sector Treatment Centre services in the Outer North East London area (known as "North East London Treatment Centre"), NHS Barking & Dagenham (for itself and on behalf of NHS Havering, NHS Redbridge and NHS Waltham Forest is seeking offers from potential bidders to deliver a range of health care services to meet, in conjunction with the Contracting Authority, the commissioning requirements of the local health economy. The successful bidder will perform the services from the existing Treatment Centre located within the grounds of King George Hospital, Barley Lane, Goodmayes, Essex, IG3 (the "Treatment Centre") and the successful bidder will be granted a lease of the Treatment Centre. The Centre is equipped with two laminar flow theatres, three general theatres and one ophthalmic theatre. There are 24 day beds, 22 in-patient beds and five consulting rooms. While the scope of activity to be delivered from the Treatment Centre may vary during the term of the contract, it is currently anticipated that it will include, but not be limited to, an easily accessible range of health care services including out-patient, diagnostic and elective procedures for General Surgery, Orthopaedics, Oral Surgery, Ophthalmology, ENT and Gastroenterology. The ONEL Cluster is seeking to improve quality and value for money through this procurement exercise. Bidders will be invited describe how they will deliver a proportion of the outpatient appointments at below tariff where it is appropriate for patients to receive the care they clinically require without receiving traditional consultant-led appointments, as defined within the nationally mandated tariff. To achieve this bidders will be asked to develop in their ITN responses care pathways which enable patients to receive the care they clinically require in both traditional and innovative settings, for example nurse led or consultant supervised care. Bidders will also be asked to describe how they would work with the public, GPs and local acute providers to attract patients and respond quickly to ONEL's priorities. It is assumed that Daycase and elective procedures will be paid for at PbR tariff. However, as the tariff is based on the average mixture of complexity of services, where a particular service being delivered is different from the normal casemix range, perhaps because of contractually agreed patient exclusion criteria, commissioners would be looking to pay at less than the tariff price if the difference is so significant that it amounts to a change in service provision. Provision of such services by the selected bidder will be free of charge to NHS patients and payment will be made by the referring Primary Care Trust (PCT). SGN Bio-methane plant. Scotia gas networks (SGN) is developing contractual relationships with a series of clients who produce Biogas as part of their industrial processes by way of treating sewage, land fill waste, farm waste etc. It is the intention to inject this gas into the SGN Network but to do this the gas must first be cleaned and enriched. The gas will then be of a quality that is consistent with the Gas Safety (Management) Regulations (GS(M)R), and the requirements of the Health and Safety Executive (HSE) and OFGEM. SGN are responsible for taking the treated bio-methane and injecting it into the network after metering in accordance with the Gas (calculation of thermal energy) Regulations prior to the addition of odorant, whilst monitoring the gas to ensure that there are no excursions from the requirements of GS(M)R.. This is carried out in the Bio-methane to Gas Plant or BtoG Plant. SGN intend to enter into framework agreements for the provision of BtoG Plant which will be delivered to site as a pre-tested, working package.
