UK-London: recreational, cultural and sporting services
Leisure management procurement. Provision of the management and operation of a range of leisure facilities, community leisure, leisure centres and swimming pool facilities across the borough. Current management of the facilities is by an external contractor and the successful bidder will be required to manage the transition of service provision whilst maintaining service standards. Bidders will be asked to provide facility development options for a number of the facilities, with funding provided by either the Council or the bidder. Due to the potential long-term duration of the contract, bidders will need to adopt a flexible approach to this relationship with the Authority which will need to allow for the potential reconfiguration of leisure services across the Borough and the potential need to service new facilities and/or provide construction support if required. Due to the proximity of the borough to the Olympic site, legacy will be a key consideration in this procurement process. As an example, the following services will be required: Management of leisure centres. Atherton Leisure Centre. Balaam Leisure Centre. East Ham Leisure Centre. Newham Leisure Centre. Sports Development. The provision of a comprehensive sports development and community physical activity programme. Such programmes currently include: Neighbourhood Sports Programme. Holiday Sports Schemes. Sports Competitions and Events. Club Development. Disability Sports. Walking programmes. Cycling programmes. Swimming programmes. Community-based exercise classes. Watersports programmes including sailing, canoeing, rowing and other activities. Management of school sports facilities. Rokeby School*. Lister School*. * Please note that Rokeby School was rebuilt and Lister School refurbished under the Private Finance Initiative. The winning provider will be required to comply with the Council's contractual obligations relating to the sports facilities at these schools as set out in the PFI contract documentation. Watersports. The provision of watersports on the Royal Docks is currently undergoing a period of change and re-organisation. Driven by the re-location of the Royal Victoria Docks Watersports Centre, the Council now has the opportunity to shape and direct the development of watersports for the benefit of Newham residents. This includes relations with the independent, London Regatta Centre. A new watersport facilities configuration will be established during 2011. Outdoor sports hubs. Certain parks (listed below) have been developed as sports hubs with a range of grass and synthetic turf facilities and associated pavilions / changing rooms and covering a range of sports including football, rugby and cricket. a) Memorial Park; b) Flanders Field; c) Beckton South; d) New Beckton; e) Gooseley; f) Little Ilford.
