UK-London: technical inspection and testing services
1011-242 Emergency lighting and fire alarm testing service Islington Council invites suitably qualified and experienced organisations to express their interest in providing the emergency lighting and fire alarm testing to public buildings. Emergency lighting and fire alarm testing excludes project work; defined by Islington Council as something which is not just maintaining what already exists, but significantly altering it or doing something totally new. Project Work is dealt with separately. This may include seeking tenders or quotations per project or alternative long term arrangements, in line with legislation and the Council's Procurement Rules. The Emergency Lighting and Fire Alarm Testing of Public Buildings arrangement will be let as a four year (48 month) framework agreement. This framework does not guarantee any volume or value of work to a provider. The framework is valued at an estimated GBP 80 000 per annum for Islington Council at present. The maximum total value of the framework will be GBP 320 000. The framework agreement will be awarded based on the responses to the tender award criteria. Islington Council is seeking to appoint one contractor to the framework. The arrangement will be monitored against a range of outcome based indicators which the provider will be expected to achieve. The details of these indicators will be included within the contract specification and the successful organisation will need to demonstrate they have the capability and capacity to provide the required information. Organisations should be aware that TUPE [Transfer of Undertakings (Protection of Employment) Regulations] will apply to this contract. You should not apply for the arrangement if you are not willing to manage the transitional arrangements and securing of these employees. Individuals will be transferred to the main provider. Background. The Council has been reviewing its emergency lighting and fire alarm testing arrangements for public buildings. The arrangements were mainly with a single private provider. The arrangements come to an end this year and the replacement provider must be in place, have completed mobilisation and be ready to deliver services for April 2011. Specifics about the requirement. The Council requires a qualified contractor to provide emergency lighting and fire alarm testing to a number of public buildings. There are approximately 40 buildings in or around Islington which require the service at present. The numbers of buildings are likely to fluctuate during the length of the contract, especially if partner public sector and/or voluntary sector organisations opt to utilise the services within the contract. The scope of the framework should be sufficiently wide to cope with such fluctuations of need, as should the chosen provider. Public buildings vary in purpose and may include (not exhaustively) libraries, depots, municipal buildings, housing and social services offices, nursery schools and public conveniences. In the future partner buildings which may include schools or health buildings could join the arrangements. The framework agreement does not include residential property. It is envisaged that one person will transfer to the service provider under TUPE. More details will be provided in the invitation to tender. The current estimate value is GBP 80 000 per annum, but this will vary dependent on emergency lighting and fire alarm testing required. A description of the work included will be set out in the specification accompanying the invitation to tender. This contract is advertised as Restricted Procedure. The Restricted Procedure means the procurement process will be conducted in two stages. The first stage will involve selecting a maximum of the 5 highest scoring organizations through an application pack known as a pre-qualification questionnaire (PQQ). The PQQ is structured in such a manner that only applicants who are successful at each round within the PQQ will be able to progress to the following round. The second stage will focus on responses to tender method statements, although other areas will need to be satisfied. Method statements are written responses from your organisation. Method statements will be marked out of 5 (1- meaning low or met minimum standard and 5 – meaning offering significant value). In order for submissions to be considered all scoring will be subject to minimum quality thresholds of satisfactory or above. Award CriteriaThe framework agreement will be awarded to the most economically advantageous tender, based on the award criteria below. The contract will be awarded on a 40 % price/60 % quality basis.
