Leicestershire County Council is seeking a strategic partner primarily to provide a managed service of all fixed and mobile telephony services, which involves consolidating the 2 current contracts which are due to expire with NTL for the fixed services and T-Mobile for the mobile services. The Council's ICT Function provides telephony services to the Council and its departments via a combination of its in house team and service contracts, which are due to expire in 2011. Re-procurement of such services provides potential for realisation of key strategic benefits for the ICT Telephony Function such as operational efficiency, solution flexibility and cost reduction. Key factors in the choice of a strategic partner and primary contractor for this solution will be: a proven ability to deliver managed services; a demonstrable capability to introduce proven and tested solutions to provide enhanced mobile and flexible working; the ability to provide simplified ordering and billing services and the ability to integrate with the Council's Oracle e-Business suite ERP solution; and the ability to manage sub-contractors and their work. Scope of the proposed contract: In seeking a strategic partner, the Council has identified fixed telephony (internet protocol and carrier services) and mobile telephony (voice and data) for inclusion in the proposed new contract. Applicants should note the following: 1) On award of contract there is expected to be a 2 to 3 month migration period after which the 4 year contract term will commence; 2) The 4 year contract term will commence 1st August 2011 when the current Fixed Telephony services contract expires and these services have been migrated to the new supplier; 3) Mobile telephony services will commence 12.12.2011 when the current contract expires and these services have been migrated to the new supplier. It is Leicestershire County Council's preferred option to contract with a single supplier for both fixed and mobile telephony services (as a single managed service).
