Birmingham City Council (BCC) is offering organisations an opportunity to show interest in delivering Phase 3 of Birmingham Energy Savers. The initial implementation of Birmingham Energy Savers (Phase 3) will deliver eco-refurbishments to 10 000 to 15 000 private and social housing properties through a public/private partnership based on the UK Government's Green Deal legislation targeted to go live by 2012. Under this legislation householders can have energy efficiency measures completed on their properties at no initial cost to them. The costs of doing this are then recovered through a fixed charge on their energy bills over a period of up to 25 years. 10 000 to 15 000 homes are planned to be retrofitted with 20 % in year 1, 30 % in year 2 and the final 50 % in year 3. However, this is open for discussion and a faster roll out programme would be advantageous. In addition to delivering Green Deal solutions, BES Phase 3 will also offer renewable energy services through a solar PV roof-rental model. The finance to complete this initial stage of delivery is expected to be circa 100 000 000 GBP. Following this initial roll-out, re-financing is expected to enable further homes to be retrofitted as the Councils vision for this phase is to be the first step in a large scale housing eco-refurbishment programme that will cover approx 200 000 properties by 2026 as part of its target of reducing the city's carbon footprint by 60 % by that date. This will be achieved by using public sector funds and resources to leverage further funds from the private sector to finance a programme to be delivered by an organisation chosen through a competitive tender process. (We currently envisage that this will be a competitive dialogue process). Birmingham City Council is seeking an organisation(s) who can support our vision by providing strong management skills and being able to bring together the best financing and delivery resources for the programme in a manner that is financially robust. We envisage that this project will be available for other public bodies within the UK to access as well as Birmingham City Council but the volumes stated within this notice are estimated for BCC only. The University is looking to appoint a number of firms onto a Construction Works Framework who will be able to undertake various types of construction works at the University to include but not limited to demolition, new build, refurbishment, decoration and landscaping/external works.
