Purchase of auditing services. The objective of the procurement is to ensure appropriate audit of accounts for the Church Council in Oslo (the Awarding Authority) and the accounts for the 57 parochial church councils in the Church of Norway Oslo. The auditing service shall be in accordance with the at all times prevailing regulations and auditing norms/standards. The Regulations are given in Norwegian Church Law from 07.06.96 no. 31 ("the Church law") § 9 (for the parochial church councils). Both these law and regulations lay down that "rules regarding budget systems, accountancy and auditing shall be given by the ministry". Such rules are especially given through the Regulation of 25.11.2003 no. 1215 regarding financial management for church councils and parochial church councils in the Church of Norway ("the economics regulations"). At present, the Economics regulations for the Church Council in Oslo (passed 14.12.2004) do not contain any special rules for auditing. Olympic Stadium Conversion Works. To carry out the design and construction works for the transformation of the Olympic Stadium after the London 2012 Games into a multi-use venue capable of hosting football (60 000 capacity), athletics (74 000), concerts (c 90 000) and community events/activities. The stadium to be fully compliant with FIFA and IAAF standards. Works to include the extension/replacement of the existing stadium roof to cover the majority of seating, the installation of general spectator and additional hospitality facilities, along with office/retail accommodation and the provision of a warm-up community track and field facility to be located adjacent to the stadium.
