UK-Andover: law-courts-related administrative services
The provision of a Verbatim Court recording service to the Military Court service. Law-courts-related administrative services. The Authority has a requirement for the provision of a Verbatim Court Recorders (VCRs) Service at all Service Court proceedings for the Army, RAF & Navy. This includes Courts Martial, Summary Appeal Courts and Judicial Hearings. These are predominantly held at the 6 permanent Military Court Centres (MCCs). Five are located in the United Kingdom (at Aldergrove, Bulford, Colchester, Catterick and Portsmouth) and the sixth is located at Sennelager in Germany. The Authority intends to place an Enabling Arrangement to commence on 1 October 2011 for a period of 3 years with an option to extend for a further period of one year or part thereof. There is also be a requirement for VCRs to attend ad hoc Service Court proceedings, Army Board Oral Hearings (ABOH) and Service Inquiries (SI) at other locations in the UK, as well as overseas e.g. Cyprus, Brunei. VCR support will be required when Courts sit in other locations world-wide (e.g. USA), although this will be infrequent. The principal task is the production of accurate transcripts of all proceedings in Service Courts, at ABOH and SI which will entail: the use of current transcription/recording systems; accurate recording of every word spoken at proceedings; identifying speakers and noting the movement of documents and exhibits and the timings of Court, ABOH or SI; logging and storage of recordings and provision of assistance to the Court or SI regarding identification and playback of evidence given; despatch and storage of transcripts to a standard format; and record and transcribe "in chambers" discussions as required by the Judge Advocate. Exceptionally a VCR will be required when the judge advocate directs that a written record of proceedings is to be made at a hearing held under the Armed Forces (Custody Proceedings) Rules 2009 or the Armed Forces (Protection of Children of Service Families) Regulations 2009. VCR's must be conversant with: a) Courtroom procedures; b) Common legal terms, including those used in forensic medicine and service terminology; c) The layout and contents of standard legal works of reference, e.g. "Archbold", Halisbury Laws of England, Criminal Appeal Reports etc.; d) Guides issued by OJAG and the MCS relating to practice, procedure and sentencing; e) Civilian criminal legislation; f) The Code of Conduct for Independent Contractors for VCRs used by the Contractor which outlines the standards of performance and behaviour that are expected of all VCRs while carrying out work on behalf of the Contractor; g) The layout and content of the Manual of Service Law (JSP 830), Volumes 2 (Court Guide) and 3 (Legal Compendium). The scope will not include technical services of web publishing but will include graphical/creative content which may then link to a technical service. There is a mixture of marketing professionals, centralised marketing services (CAM) and internal units (design and print) set up to provide similar services. It is recognised that this procurement needs to address the following: 1. Improve purchase work-flows from units via a reduced number of marketing individuals (stakeholders) to help facilitate improved efficiencies in design led activities. 2. To enable improved work-flows to include the use of internal design related units prior to external purchase. 3. Control, safety or signalling equipment for parking facilities. The following services are included within the scope of this procurement process. These are principally the provision of: — on and off-street enforcement — a cashless parking service — processing of Penalty Charge Notices (PCNs), including representations and appeals — dealing with payments and non-statutory correspondence — automated bus lane enforcement system — sign and lines maintenance The contract will not cover telephone enquiries or issuing of parking permits, administration of suspensions or dispensations. Services in scope currently have a gross expenditure revenue budget approximating 4 500 000 GBP p.a and have approximately 90 full time equivalent posts. Enforcement is generally from 0700 to 2200 every day and 48 civil enforcement officers (CEOs) issue some 140 000 PCNs per annum. They are deployed on foot, by car or on motorcycles to cover the entire borough which is a mixture of controlled parking zones (CPZs) and areas of location-specific controls. CEOs also undertake the inspection of some 2 000 suspected abandoned vehicles every year. Within the CPZs paid parking is currently controlled by either pay and display or pay by phone. It is planned to remove all of the pay and display machines by September 2011 therefore no provision for any aspect of this service will be made in the contract. The pay by phone system will handle up to 1 million transactions per annum, together with the cash at shop alternatives currently being developed. The processing of these PCNs, together with another 20 000 from an automated bus lane enforcement system, gives rise to some 600 000 items of correspondence per year. The contract will include responding to informal representations and enquiries; preparing and issuing decisions and case packs for formal representations and appeals and the receipt, processing and banking of payments at every stage. The contract will also cover debt recovery process, including providing and instructing bailiffs. The services are currently provided from council premises in North London Business Park and in Mill Hill East. These premises will not be available for use as part of this contract. Therefore, suitable alternative accommodation will be required. The council will make available the Civica CE operating system, which it will continue to host on its own network, although the contract will require the provision of all hand-held computer terminals and ancillary equipment required for enforcement. The contractor will include the provision of all stationery and consumables for use in enforcement and in any part of the recovery process. The contractor will be required to include the replacement or repair of missing time plates and markings throughout the borough together with the inspection and minor maintenance of fifteen surface car parks. It will also include the erection of temporary suspension signs. The Council is seeking to procure a parking service via the restricted procurement process. It is the intention of the London Transport Museum to contract for the restoration of their Metropolitan Railway Jubilee Stock Carriage, (No 353 built 1892), to a condition which is acceptable for passenger operation on preserved heritage railways, and for special passenger service on the London Underground system. The contract includes adapting a PMV-type underframe to accommodate the grounded carriage body! Completion of the restoration must coincide with the 150th anniversary of the opening of the Metropolitan Railway, the world's first Underground Railway, on 10.1.2013.
