The Authority is seeking to procure 2 high volume document scanners to replace those currently used in the NHS Wales Prescribing Services Unit (PSU) and NHS Wales Informatics Service (NWIS). The Authority is also seeking to procure associated maintenance/support for hte period of 3 years for such document scanners. The scanners support the live NHS Wales Prescription Pricing Service and are instrumental in meeting monthly production demands of NHS Wales. The scanners are required to support the future development of the PSU service and in particular in order to further automate the pricing data entry systems. PSU is responsible for the capture of data from all community dispensed prescriptions in Wales in order to calculate the remuneration due to dispensing contractors with an NHS dispensing contract. PSU also provides management information on volume and cost prescription items for budgeting, planning and clinical governance purposes. A key stage in the data capture process is the capture of a digital image of each of on average 2 900 000 prescription forms submitted for processing every month. Images are captured and retained for the following purposes: 1. To facilitate further automated data capture by intelligent character recognition (ICR) in order to pre-populate systems and reduce the human resource requirement; 2. To provide streamlined and more efficient paperless workflow through the manual data capture environment by allowing operators to key data from the captured image rather than the paper document; 3. To facilitate an automated retention and retrieval system. This provides a significant increase in archive capacity (6 years for images versus 6 months for paper) for introduction of further E-services within the unit. By having real time access to information with direct links to prescription images these services offer opportunities to increase efficiency of operation within and between internal and external stakeholder organisations for performance management, clinical governance and legal purposes. The service for this category II contract will require the contractor to provide a site within the location detailed above and to manage the service and all its associated operations, including the provision of site machinery, transportation of waste, and staffing in order to facilitate the delivery of the service. The contract will require a wide range of materials to be recovered, by salvaging waste brought to the site, through sorting, containerising and transportation to authorised outlets for recycling or re-sale.
