Westminster City Council and the Royal Borough of Kensington and Chelsea are interested in hearing from private, voluntary and third sector organisations committed to providing excellent and innovative services to adults with a learning disability. Westminster City Council and the Royal Borough of Kensington and Chelsea would like to invite expressions of interests from organisations experienced in working with adults with a learning disability and their carers. Organisations wishing to express an interest will be able to demonstrate that they have the capacity and ability to manage the transfer of a skilled workforce, meet and comply with the highest standards set by the Care Quality Commission and manage the delivery of residential and community based services. Westminster City Council and the Royal Borough of Kensington and Chelsea would like hear expressions of interest for 2 lots. Lot 1 is a Care Quality Commission Registered Care short breaks service that will include nine building based units designed for the purpose of offering an overnight stay, as part of a short breaks service. This part of the service be offered from two different sites. Lot one will also include an outreach service that will provide sessions of outreach in the community. In addition to and as part of lot one, seven building based units of Care Quality Commission Registered Care will be included and share part of one of the two sites dedicated to the delivery of short breaks. The seven building based units will be made up of three block and four spot contracted units. This service will be dedicated to people with a learning disability who experience crisis or require emergency accommodation. Lot 2 is a building based service covering two sites, both of which are in the north of the borough of Kensington and Chelsea and are in close proximity to each other. Framework: planning advice. Introduction: North Yorkshire is continuing to enjoy major development and regeneration. Existing and future multi-million pound projects are expected to continue for a number of years. Development on such a scale requires considerable expertise in dealing with all planning issues and ensuring that development takes place in accordance with Government advice and local planning policies. The Councils of Scarborough, Ryedale, Selby and the North York Moors National Park Authority are seeking to appoint several organisations to work in conjunction with the Council's in-house Planning Teams to provide support and assistance where necessary with regard to planning applications and briefs and complement the work currently being undertaken in-house with regard to the preparation of the local development framework. Background: The majority of planning work is undertaken in-house. However, the service does not always have the relevant expertise to deal with some of the issues that crop up in dealing with complex planning applications, particularly those associated with major schemes. Even relatively simple applications can require some outside expertise on occasion, for example to independently validate the case put forward for an agricultural dwelling or for a farm diversification scheme. There are also occasions when the capacity of the planning team is stretched and short term "day to day" assistance in dealing with planning applications, appeals and enquiries may be required. In addition the local development framework is a major project, covering the full range of planning issues and necessitating, on occasion, input from specialists in retail, employment, highways, housing and so on. In previous years, external consultants have been instructed on an ad hoc basis as and when required. On several occasions special permission has had to be sought to hire a consultant without going through the usual procurement procedures due to the urgency of getting help quickly in order to continue to meet performance targets. The proposed contract for services would be for a period of 3 years with an option to extend for a further year. The intention is not for externalisation of any part of the planning service, and rather what is sought is cost effective and timely assistance. Work that is put out will remain under the management of the planning team, and the organisations would be expected to work in conjunction with all the Council's in-house professional teams. Scope: Expertise in all matters relating to development management, retail impact assessment, enforcement, highways, flooding/drainage issues, sunlight/daylight assessment, economic development, urban design, agricultural specialists, conservation, archaeology, nature conservation, community infrastructure levy, planning gain, general forward planning practice, master planning, specialist design advice, affordable housing issues. Ensure ability to work in partnership, and understand the particular issues in relation to various briefs and projects applications. Track record of similar work.
