UK-London: construction work for subsidised residential accommodation
A2Dominion Group (South East Region) Main Contractor Framework Agreement. A2Dominion Group and its subsidiaries are inviting expressions of itnerest from suitably experienced and qualified Main Contractors to enter into a long term (4 year) Framework Agreement to provide Works as detailed below. The Framework Agreement will be divided in to three (3) lots. The lots are set out in Annex B of this Notice. Candidates may apply for up to two (2) lots but not all three (3). Works commissioned by the Contracting Authority (A2Dominion Group Ltd) are predominately 'new build' in nature governed by the JCT 2005 (Design & Build) form of contract. Other forms of JCT contract (including Minor Works and Intermediate etc) are used also. While JCT standard forms of contract are most commonly used, the NEC suite of contracts, bespoke Development Agreements, Partnering Forms of Contract and such like may also be used during the term of the Framework Agreement. Works may involve, either part or fully, repair, refurbishment or rehabilitation, or a combination of the above. Works in the South East region (focusing on Surrey, West Sussex, Hampshire, Berkshire and Oxfordshire) are commonly located in town centre/suburban areas, comprising; Greenfield or Brownfield sites; a range of densities of low to high/very high in terms of units; low to high/very high in terms of height (storeys); sustainable/renewable technologies; all forms of construction. Commercial elements may feature, either to shell or full fit out. While A2Dominion Group's regional focus for this framework agreement is Surrey, West Sussex, Hampshire, Berkshire and Oxfordshire, occasional sites may be procured outside of these core areas. In such events, A2Dominion Group may use this framework agreement to enact mini-tender competitions and/or award contracts. For clarity, all sites located within London Boroughs are excluded from this framework agreement. The Contracting Authority, Contracting Authority's Representative and any consultants acting for or on behalf of the Contracting Authority in connection with the Framework selection process, accept no liability for any costs incurred by Candidates in the preparation and submission of their PQQ/ITT documentation. A construction framework agreement which will be predominantly for the use of Norfolk County Council in its construction projects in Norfolk, but which Norfolk County Council wishes to make available to all public bodies in England. UK-London: solar panel roof-covering work
Photovoltaic Panel Installation Framework. The Contracting Authority is seeking to procure a design and build framework agreement ("the Agreement") to provide photovoltaic (PV) panel installations at various locations ("the Projects"). The Contracting Authority intends to award the Agreement to a single entity ("the Contractor"), e.g. a formal joint venture or a single company that, in turn, may intend to employ sub-consultants and sub-contractors. The Agreement shall remain in place for a period of four years following the date on which the Contractor is appointed. The Projects currently considered are: — main press centre – approximately 616 m² of PV panels installed on a brown roof ("MPC"), — multi-storey car park – approximately 2 500 m² of PV panels installed on the roof ("MSCP"), — other projects – any other projects subsequently considered for PV installation, including roof areas and other open spaces. The framework will allow the potential for further Projects to source requirements through this framework, while no guarantee of additional quantity of work is provided. In many cases the PV installations will be required on roofs of buildings. In such scenarios an enabling works platform will be provided by the building contractor or Others. The Contractor will be required to provide a solution to supply, install and maintain photovoltaic panels and their electrical connection to the buildings. It should be noted that the general intent for a Project will be to connect the PV panels in to the building LV infrastructure so that energy produced is used within the building, however, at times of low building demand and high PV energy production, it is accepted that the system will need to export to the local iDNO network. Design details and proposed approach will be specified at Invitation To Tender stage. The successful Contractor will be expected to deliver: 1. Design of the PV solution in accordance with the PV specifications and those provided by the building contractors. This may require liaison with the building contractor or Others in order to ensure compatibility between the roof structure and the proposed PV design (including any applicable load limits). 2. Installation of the equipment on roofs and/or open spaces. 3. Maintenance of the PV solution over a period of up to 15-25 years. The framework scope of works includes, but is not limited to: — management of any reserve matters relating to the planning permission, — design services to prepare suitable pv solution for each project, — supply and installation of the secondary steel frame to suit pv panel size, — supply and installation of pv panels, — supply and installation of cabling between the pv panels, — builders work through walls, cladding and partitioning for cabling and fire sealing, — supply and installation of roof switchgear and inverters for pv panels, — containment between pv panels, if needed, — supply and installation of cabling between roof switchgear and main switchboards, — supply and installation of inverters, G59 relays and metering, — supply and installation of housings for the above electrical equipment, — testing and commissioning, — connection agreement with uk power networks, — registration of the pv scheme. Applicants should ensure that they are capable of providing –. 1) Apply and obtain ROO FIT Accreditation for each PV installation Project on behalf of the customer. 2) Delivery (for each Project) of an export meter, accredited total generation meter, a design compliant with ENA ER G59/2, and a connection agreement with a FIT licensee on behalf of the Contracting Authority. 3) Products which are compliant with all applicable British Standards, including but not limited to: BS EN 61215: (latest version) (or equivalent). 4) Products which are CE kitemarked (or equivalent). The Contracting Authority may make this framework available to other entities and Contracting Authorities (including, but not limited to, the Olympic Park Legacy Company or any successor body). However no commitment of any sort is given in relation to this or to the volume of works envisaged, albeit if these entities do use this framework (or the Contracting Authority does on their behalf) then the volume of works could be increased from that currently envisaged. UK-Gainsborough: repair and maintenance services of building installations
Joint Venture Procurement. Acis Group Limited (Acis) is a Registered Provider which owns and manages more than 5 000 homes in and around Gainsborough and Sheffield. Currently, the Authority has discrete existing contractual relationships in each of those regions for the delivery of planned and reactive maintenance and for gas servicing. Those existing contractual relationships expire during the period from 31.3.2012 to 31.3.2013. At present, the Authority has separate arrangements for the delivery of (1) planned maintenance, (2) repairs and maintenance and (3) gas servicing in each of those regions. The scope of the proposed contracts may include: — kitchen and bathroom renewals, — central heating renewals (including fires), — composite door renewals, — repair and renewal of roofing, — electrical testing, — window replacement, — structural improvements, — gas servicing and repairs (including solid fuel and oil); and, — routine repairs and maintenance. Acis now seeks to procure a single joint venture partner for the delivery of planned maintenance home improvement works, repairs and maintenance and gas servicing and repairs across all of its housing stock. The Authority currently anticipates that the Planned Maintenance (Home Improvement) across the Gainsborough and Sheffield region will be delivered under this new arrangement from 1.4.2012 and that, subject to performance, gas servicing and repairs in the Gainsborough and Sheffield region may be delivered under these arrangements from 1.4.2013. Routine repairs and maintenance may also be included in future years subject to that being commercially viable and economically attractive. The Authority's key aims in this procurement are to provide a customer focused service, to achieve continuous year on year improvement in the delivery of the services and to promote a collaborative approach in order to achieve the maximum benefit for the Authority, the joint venture partner and Acis' residents. The Authority wishes to explore alternative legal structures during competitive dialogue but anticipates that the structure which is ultimately agreed will feature a workforce employed either by a joint venture vehicle or wholly owned subsidiary of Acis with those staff managed by the joint venture partner.
