The Disposal Services Authority (DSA) of the UK Ministry of Defence (MOD) has a requirement for the provision of a complete disposal service within the UK and locations overseas covering hazardous, non-hazardous and special wastes, with the intention of expanding the future contract to include the disposal of dry waste. Whilst arisings will predominantly occur at MOD locations, the DSA also offers the services provided by its contractors to UK public sector bodies including central government departments and their agencies, non departmental public bodies, NHS bodies, local authorities, police and emergency service authorities. Further details regarding the organisations which may use the services provided by the future contract will be given at the Pre-Qualification Questionnaire (PQQ) stage. The disposal service will include collection and transportation of hazardous, non-hazardous and special waste within agreed timescales, supply of containers, storage etc. and disposal of the waste through the most appropriate route: treatment and transfer, incineration or landfill with an emphasis on recycling where possible. The selected contractor shall be required to explore recycling initiatives where they are economically and environmentally advantageous. The DSA is prepared to consider innovative ideas in respect of the requirement. The selected contractor shall be certified to ISO 9001:2000 (the quality standard) and ISO 14001:2004 (the environmental standard) and in possession of all appropriate licences allowing the collection, transport, storage, analysis, treatment and disposal of any hazardous, non-hazardous and special wastes arising from the contract, and also compliant with all health and safety and environmental legislation for the duration of the contract. Any sub-contractor(s) appointed by the selected contractor will be expected to hold appropriate licences and clearances and comply with health and safety and environmental regulations. The ability of companies in this field will be further explored at the PQQ and, if selected, the invitation to tender (ITT) stages. The intended contract shall be an enabling contract of 4 years duration. As guidance only, based on historical usage, the intended contract has an estimated gross value of £10M over 4 years. However, the MOD cannot guarantee either volume or value of the wastes declared against the future contract. Although tenderers will be invited to bid for the United Kingdom as a whole, the authority may split the UK into 3 regions and treat MOD overseas as a fourth region, awarding separate contracts for each. The DSA is utilising E trade technology to enhance its disposal activities and the selected contractor shall be expected to participate in this area when appropriate expressions of interest in participating in the forthcoming competitive tender exercise should be submitted in writing to the contact point shown above. Responses must be received by 26.4.2010 (30 days from despatch of contract notice), following which date a PQQ shall be issued to all correspondents who have expressed an interest. The PQQ will expand on the requirement, but will primarily be used by the DSA to obtain relevant information from interested companies to assist in the assessment of suitability for invitation to tender. It should be noted that following assessment of the PQQs it is intended to issue an ITT to approximately 6 companies.
