UK-Carlisle: construction work for multi-dwelling buildings and individual houses
New Build Developer Framework Agreement. The Contracting Authority is one of a number of potential clients under the framework arrangement as detailed at Section I.1. The Contracting Authority's aim is to develop a seamless, integrated delivery process for developments and projects incorporating traditional client roles. This will require the successful developer to work with the Contracting Authority in order to develop a standardised approach to development incorporating the Contracting Authority's own internal development processes and which can be replicated on each subsequent development project in order to reduce/remove inefficiencies in the process, reduce costs and mitigate risks for both parties. The works under the framework arrangement will cover new build construction, improvement and conversion works required by the Contracting Authority and all other contracting authorities identified at Section I.1. The Contracting Authority is seeking expressions of interest from suitably experienced and qualified developers in order to establish a single-contractor framework agreement to work with the Contracting Authority on new build and major regeneration schemes, including the feasibility, detailed design and/or construction, conversion, completion and commissioning of mixed-use housing developments / transfers of land. Work under the framework agreement may also include the development of related community facilities, commercial facilities on individual projects and associated infrastructure works. Developers will be expected to work closely with the Contracting Authority, registered providers of social housing and local authorities and be prepared to commit to long-term partnering relationships. The selected Developer will need to be experienced in partnered methods of procurement in relation to affordable housing schemes, working collaboratively with local residents and tenants, and developing homes for rent and/or sale (including on a shared equity basis). High standards of construction will be expected and developers will need to be able to demonstrate experience of using modern methods of construction or equivalent standards. Developers will also be required to demonstrate their ability to access available public funding arrangements, fund site purchases, bridge funding between client contribution and the provision of grant at completion and demonstrate experience of working with and within the governance regime of registered providers of social housing and other public bodies. The works under the framework agreement will cover the Contracting Authority's development and/or regeneration programmes and projects across the North of England. The selected Developer will also be expected to be experienced in the provision of acquiring potential sites for transferring to the Contracting Authority at 'golden brick' stage or on completion. The selected Developer will also be experienced in the negotiation and concluding of development planning instruments and adoption agreements. The anticipate aggregate value of the framework agreement is as stated at section II.1.4 above. However, please note that this figure is an estimate only and is dependent on and subject to change. The framework agreement will be for a duration of four (4) years from the date of appointment to the framework agreement, although developers should note that call-offs under the framework agreement may naturally extend beyond this period, depending on the duration of the relevant construction time-tables. IRL-Furbo: central-heating boilers
Heating of HQ building via 2 x 250kW biomass boilers and woodchip fuel. Údarás na Gaeltachta is the regional development authority for the economic, social and cultural development of the Gaeltacht with the overall objective of maintaining Irish as the communal language of the region. The HQ Building (Ard Oifig) located in Na Forbacha, Co. Galway has a floor area of 2 364 m2 and currently derives its heating requirements from an oil-fired boiler and associated equipment. Following an internal review, Udaras has decided to replace this with a biomass boiler system in order to achieve financial and environmental efficiencies in the operation of the Ard Oifig. Consequently, Udaras invites expressions of interest for the supply, commissioning, operation and maintenance of 2 x 250 kW biomass boilers and associated equipment. Udaras would like to consider procurement options which do not involve the up-front capital purchase of the equipment, (such as lease, hire-purchase, etc) and would therefore like to engage in a dialogue with selected candidates with the aim of developing one or more suitable alternatives capable of meeting its requirements (possibly by deferred payments or by supplementing the woodchip fuel cost over an extended period of years). As Udaras considers that it is not in a position to objectively specify the legal and/or financial make-up of this project, it has therefore chosen to use a competitive dialogue procedure in accordance with Article 29 of Directive 2004/18/EC. Interested parties are invited to submit an expression of interest addressing the criteria under sections III.2.2) AND III.2.3) to Gearoid Ó Dorchai at the address in section I.1) above.
