In order to make long term exploitation of renewable energy possible in Norway, the Ministry of Petroleum and Energy represented by Enova SF, henceforth referred to as the Awarding Authority, would like to stimulate the development of the district heating capacity so as to increase the delivery of heat to final users. The Programme for District Heating Infrastructure gives compensation to market participants who develop infrastructure for district heating in Norway.
