Supply, Installation, Implementation and Maintenance of a Vehicle Tracking System. Midlothian Council's Fleet Services provides a range of vehicles to its various divisions and wishes to provide its customers with information to enable better planning of services and vehicle requirements. Consequently, the Council wishes to procure the Supply, Installation, Commissioning and Maintenance of a vehicle tracking system for the council fleet of up to 250 vehicles and up to 50 items of plant. The types of vehicle these units will be fitted to will include, but not be limited to, LGVs, vans, cars, 4x4s, minibuses and specialist vehicles (such as street cleansing sweepers, RCVs, Jet patcher, Gully Cleaners and gritters). Vehicles may be owned, leased, or on long term hire arrangements (authorisation from hire provider will be obtained by Midlothian council prior to fitment). Plant consists of tractors, min-tractors, road rollers, JCBs and other mobile plant. The intention will be to introduce the system across the fleet according to operational requirements. Although plant has been specified within the scope of the tender, a decision to go ahead with equipping this section of the fleet may be made at a later date and accordingly, the tenderer is asked to indicate whether the system they are intending to install will be able to support these options if required. In summary, the system needs to: provide basic vehicle tracking information; be operated through secure access to an internet based system; provide various reports for use by managers; provide and display mapping information; provide alerts and; be able to support the options listed either through the main system or through a separate supplier under control of the main system provider.
