ESPO, acting on behalf of Cambridgeshire County Council, is seeking to establish a framework for the removal of asbestos, as many of the buildings owned by the authority (e.g. schools, libraries, community buildings and offices) contain asbestos in one form or another. The full service requirement will include encapsulation, environmental clean, asbestos waste collection. Tenderers will be required to demonstrate that they can provide all of the above service requirements which will be required in a reactive form (including emergency call-out, where a maximum 4 hour response is required) and for larger scale planned project work. Access to the framework will be through a mixture of tariffs and rates for reactive (and emergency requirements) and Further Competition for planned project work, as described in the tender document. Award is likely to be made to a maximum of 15 service providers. The goals of the framework are to guarantee the standard of work by service providers and ensure that the authority achieves value for money. The framework is for a duration of 3 years firm, with the option to extend for up to a further 12 months. The scope of this framework does not include asbestos surveys.
