UK-Lincoln: business services: law, marketing, consulting, recruitment, printing and security
Lincolnshire Police business transformation and service delivery partnership. This procurement is being undertaken by Lincolnshire Police Authority for itself and as lead authority and for the benefit of the other organisations set out below. The contracting authorities are seeking an innovative private sector partner (or partners) to deliver internal customer services and an element of external service delivery, to achieve efficiencies and cost savings and improve current deliverables. The authorities need to develop a long term sustainable strategy based on whole force initiatives that proactively responds to the current financial climate. In doing so they are seeking a strategic approach to maintain efficiency as a priority. Please see the prospectus for further information regarding Lincolnshire Police Authority's requirements. It is anticipated that the core requirements of all the contracting authorities which may be included in partnerships concluded under this contract notice will comprise back and middle office functions with the exception of the entirety of the Professional Standards Department and the front office functions contained within crime and operational support departments. It is anticipated that some or all of the following areas will be included in the contract: Information and communications technology human resources including training and development and payroll services finance including accounting, internal auditing and fiscal services estates management including repair and maintenance of buildings, architectural and construction services, grounds maintenance, facilities management, small scale construction and building cleaning services fleet including repair maintenance and services of associated vehicles and related equipment' police cars and prisoner transport vehicles police equipment procurement central administration including office support services, mail delivery and courier services, administration services and printing services project management command and control systems police services including administration of criminal justice to include central ticketing and firearms licensing and custodian provision security services canteen and catering services legal services corporate communications executive support strategic development information management. As well as service category 11 referred to in section II.1.2 this procurement engages the following service categories – 1, 2, 5, 6, 7, 9, 10, 11, 12, 13, 14, 15, 21, 22, 23 and 27. The initial scope however is determined by the requirements of Lincolnshire Police Authority who anticipate having requirements in all of the above areas. This list is not exhaustive and consideration may be given to inclusion of additional deliverables or options for additional deliverables (of a broadly similar kind) to be provided on an incremental basis, which will assist in delivering the objectives. The ultimate scope will therefore be shaped during the procurement process so as to deliver the best possible outcome in terms of efficiency, cost savings and performance. As the contract progresses further services may be added incrementally (subject to business case and success of the relationship). The force envisages a 10 year term with potential to extend up to a further 5 years. Flexibility around the core number of years will be considered. Precise quantities are unknown and will also depend on the number of organisations who wish to partake in the procurement. Whilst it is anticipated that initial expenditure will be in the region of 200 000 000 GBP, it is possible that total expenditure could increase to 2 000 000 000 GBP for this contract award. These figures are approximate only and the values will be to such level as those organisations who may partake in the procurement consider necessary to provide suitable requirements. The anticipated start date for the contract is December 2011. Potential bidders should note that a bidders day has been organised on 8 April 2011. This will provide bidders with an opportunity to find out more information about the project. Potential bidders are recommended to send no more than 5 representatives to the bidders day and need to confirm the identity of their representatives not less than 3 days prior to the event.
