Provision of Photovoltaic Equipment and Associated Works. The Council is to appoint a partner to exploit the opportunity in having a green energy system installed to the Council's housing stock and public buildings fully funded, operated and maintained by the successful bidder. The numbers of housing properties is estimated to be up to 5 500 with public building sites of up to 100. The Council is inviting expressions of interest on a service succession basis for bids from suitably experienced organisations who shall be fully responsible for the supply, delivery, installation, connection and the long term operation, insurance and maintenance of green energy solution system that maximises the best rate of financial incentives currently offered by the UK Government throughout the contract period with the bidders assuming the commercial risk associated with the financial returns that may be generated from such opportunities. The successful provider is expected to maximise the revenue yielded through the Feed in Tariff scheme currently offered by the UK Government, with payments to the Council being made by the provider based on a roof access arrangement for Council housing stock together with the possibility of a share in the revenue arising from energy generated in excess of a stated target. There will also be the potential to provide green energy solutions to public maintained buildings in North Tyneside. The Council will appoint one provider. The duration of the contract will be 25 years. It is anticipated the Contract will be awarded around July/August 2011. Digital Rutland: co-funding and provision of next generation broadband and end user services in the County of Rutland. Rutland County Council is seeking to facilitate the provision of next generation broadband and end user services across the County of Rutland. The Council is acting on behalf of the emerging digital Rutland public / private sector partnership, which is intended as a vehicle to maximise savings by aggregating public sector and commercial demand and through a commitment to use the proposed network. Key businesses in the county are partnering the Council in this initiative. Rutland consists of small town, village and rural communities in an area just 16 miles by 16 miles, situated between major conurbations including Nottingham, Leicester, Peterborough and Northampton. Broadband provision across the county is in need of being substantially improved. Initial work suggests a market of some 12 000 potential household customers and 3 000 potential business customers. The Council seeks a partner or partners who can initially work with the Council in the delivery of a business plan and the identification of funding implications. Rutland County Council cannot provide the gap funding thought to be necessary to facilitate this work, but can seek to broker a solution with the partner(s) in applying for and potentially securing funding in the form of grants where the partner(s) may not be able to fund all of the investment themselves. A regional growth fund bid has been submitted but the selection of the ongoing service provider partner(s) is to be determined through this competitive OJEU process. In the event that the funding issues can be resolved the final grant contract will be to provide next generation broadband infrastructure to the inhabitants of the County of Rutland. The grant contract will not be to provide services to the contracting authority. The intention is to deploy technology neutral next generation broadband infrastructure so as to maximise broadband reach in the county, addressing the issues of "white spots" and areas that market providers will not penetrate on a commercial basis in the near future. The ambition is to: — Provide next generation broadband for a minimum of 99 % of Rutland County by 2012/13, offering higher speeds and wider bandwidths as further described in the contract documentation, — Implementation of a minimum 20 % Fibre To The Cabinet / Fibre to the Premise technology throughout Rutland, — Operation of an open provider model leading to a range of communication providers in the market place for both wholesale and retail markets, — Increased demand and consumer choice in communication providers leading to competition for ISP provision and cheaper applications and services. These are maintained in workshops in the greater Belfast Area and garages across Northern Ireland. Translink also operate bus and railway stations with associated offices, toilets and waiting areas in all the main towns in Northern Ireland. Translink requires a competent contractor(s) to provide suitable cleaning products and associated tools to ensure the vehicles enter service in pristine condition and buildings are presentable. Translink require that all products meet the latest environmental and health and safety legislative requirements for its use and waste disposal. A break down of the product ranges with estimated spend is as follows (Note that as many of the existing products can be used for several tasks the annual usages have been estimated):-.
