Evaluation of the achievements of cohesion policy programmes and projects over the longer term in 15 selected regions (from 1989–1993 programming period to the present). Since 1989 EU action through the structural funds under Article 175 of the TFEU (ex Article 159 TEC) has supported the achievement of the general objectives set out in Article 174 (ex Article 158 TEC). In particular, the role of the structural funds, first under Objective 1, then under the 'Convergence' objective, has been to promote growth-enhancing conditions and factors leading to real convergence for the least-developed Member States and regions. Under Objective 2, the role of the structural funds was from 1989 to 2006 to support the economic and social conversion of areas facing structural difficulties. For the programming period 2007–2013 Objective 2 has become the 'Regional competitiveness and employment' objective, aiming to strengthen regions' competitiveness and attractiveness. In pursuing all these objectives, the Union has aimed to contribute to the harmonious, balanced and sustainable development of economic activities, the development of employment and human resources, the protection and improvement of the environment, the elimination of inequalities and the promotion of equality between men and women. As laid down in the respective regulations, these objectives shall be pursued in the framework of a multi-annual programming system organised in several stages comprising the identification of priorities, the financing, and a system of management and control. In order to ensure that programmes contribute effectively to the objectives set out in Article 175 they are monitored and evaluated. In particular to gauge their effectiveness structural funds programmes are the subject of 'ex ante', ongoing and 'ex post' evaluation. In addition to the action taken through the structural funds, the Cohesion Fund has provided financial contributions to projects in the fields of the environment and trans-European transport infrastructure networks since 1994. According to its regulation, the Cohesion Fund shall contribute as well as the structural funds to the strengthening of economic and social cohesion. After more than 20 years of implementation (for the EU15) of this reformed cohesion policy some concern has been raised about the effectiveness of the policy and academic studies reach widely differing conclusions. In the public discourse on cohesion policy, the focus on results, effectiveness and performance has grown significantly in recent years. For instance the fifth report on economic, social and territorial cohesion asks a for a stronger focus on performance with the aim of making the policy more results-oriented and ensuring maximum value for money. This study aims to feed this debate with empirical evidence on what has actually happened on the ground in cohesion policy over successive programming periods. The awarding authority is inviting expressions of interest from suitably qualified and experienced Main Contractors who wish to be considered for the phased refurbishment of the existing main building at Aston University to accommodate the laboratories of the Chemical Engineering and Aplied Chemistry. Aston University - Chemical Engineering and Applied Chemistry (CEAC) department accommodates a building of 5 088 m² of underutilised space. The project involves the move of CEAC from its current building into the existing School of Engineering and Applied Science (SEAS) located within the Main Building and will be carried out in 3 phases occupying a space of approximately 3 000 m². Phase 1 of the project is located on the Lower Ground Floor within the Main Building. Phase 1 refurbishment works comprise the stripping out and installation of internal walls, doors, finishes and Mechanical and Electrical services. Refurbished areas will include a teaching and analytical laboratory, offices, store, waste disposal unit, engineering workshop, gas bottle manifold room, polymer processing and NMR laboratory. Refurbished areas will include a surface chemistry laboratory, synthetic and characterisation laboratory, synthetic organic chemistry and polymer laboratory, offices, store, gas bottle manifold rooms, polymer characterisation instrument laboratory and prep room and a wet chemistry laboratory. The laboratories are highly serviced Mechanical and Electrical spaces and include built in fume cupboards and furniture together with the relocation of equipment from the existing CEAC building. Phase 3 of the project is located on the First Floor within the Main Building. Phase 3 refurbishment works comprise the stripping out and installation of internal walls, doors, finishes and Mechanical and Electrical services. Refurbished areas will include a synthetic polymer chemistry and materials science laboratory, analytical laboratory, research laboratory, offices and gas bottle manifold room. The Main Building must remain functional throughout all phases of the construction works.
