2415 A investing in communities II - self evaluation support The Big lottery fund is a non-departmental public body and the largest UK lottery distributor. The Big lottery fund's self-evaluation support contract in Scotland is part of our wider investing in communities (IIC2) portfolio that will be launched on 30.6.2010. We are strongly committed to self-evaluation and consider it to be a key component of being an outcomes funder. A commitment to outcomes is at the heart of our intelligent funding approach. This approach means putting more resources into providing help, advice and guidance for organisations before they apply for funds. It also means putting more resources into supporting organisations during the lifetime of their projects and working with them to achieve their outcomes. For IiC2 our application process will be in 2 stages. At stage 1 our application form will focus on the need for the project and the proposed difference it will make, as well as the stage of planning the applicant is at with the project. Organisations invited to submit a stage 2 application will complete a more detailed form asking them to develop outcomes and indicators for their project as well as set out the project delivery methods and the full project budget. Support for organisations undertaking self-evaluation will be an integral part of our offer of funding. There will be a diagnosis of the need for support with self-evaluation by Big lottery fund staff at stage 1 of the application process. Big lottery fund staff will provide support for those applicants with previous experience of, and expertise in, self-evaluation. We will refer applicants with more complex needs to the service provider for more intensive and tailored support. The self-evaluation support contract will focus primarily on dedicated 1:1 support for those applicants diagnosed as having little or no experience of conducting self-evaluation. This is likely to include where capacity is low and in-depth development is required of the organisation's own approach, skills, and systems, or for applicants with outcomes where it is potentially problematic to demonstrate achievement or attribution, e.g. influencing public opinion, reversing population decline etc. Support from the service provider will be provided in the stage 2 application process and during the grant management stage. This support will be available for the duration of the self-evaluation support contract. We are anticipating that we will refer around 250 applicants and grant holders over 5 years to the service provider with approximately 50 per year requiring support. During the lifetime of the contract this may include applicants and grant holders from programmes other than IiC2. The aim of appointing an external service provider – or a consortium led by a single lead party – is to improve practice in self-evaluation support and ensure that high quality and independent self-evaluation support is consistently available to those applicants and grant holders referred to the service provider. The contract term will be 5 years with the option to extend for a further 12 months. The contract will be awarded on a call-off basis according to the volume of referred projects. The budget for this contract will be 250 000 GBP (including VAT). Should you wish to express an interest in this procurement, please read and follow the instructions in III.2) conditions for participation of this OJEU notice. The closing date for completion of PQQs is Monday 19.7.2010 at 12:00 noon. CPV: 73000000. ...
UK-London: financial and insurance services
2415B Investing in Communities II - Business and Financial Planning, and Management Support The Big Lottery Fund is a non-departmental public body and the largest UK Lottery distributor. The Big Lottery Fund's business and financial planning support contract in Scotland is part of our wider Investing in Communities (IIC2) portfolio that will be launched on 30.6.2010. The Big Lottery Fund in Scotland invests significantly in projects that require a sophisticated approach to business and financial planning. In IiC2 we plan to continue to invest in community based asset development and increase our investment in social enterprise. We are also placing an increased emphasis in our future funding on the financial sustainability of projects. Our experience shows that the Big Lottery Fund often supports newly formed organisations and growing organisations and that they can have lower capacities in the areas of business and financial planning. For IiC2 our application process will be in two stages. Support with business and financial planning will be an integral part of our application and grant management process. There will be a diagnosis of the need for support with business and financial planning by Big Lottery Fund staff at stage 1 of the application process. Big Lottery Fund staff will provide support for those applicants with basic needs by providing advice or signposting to existing resources or other organisations. We will refer applicants with more complex needs to the service provider for more intensive and tailored support. The business and financial planning support contract will focus on dedicated 1:1 support for those applicants diagnosed as having little or no experience of business or financial planning (where capacity is low and in-depth development is required of the organisation's own approach, skills, and systems) or for applicants with complex project proposals (for example that involve significant income generation). Support from the service provider will be provided in the stage 2 application process. A similar process of Big Lottery Fund staff diagnosing the need for support with business and financial planning and referring to the service provider will operate during grant management of funded projects. We are anticipating that we will refer around 350 applicants and grant holders over 5 years to the service provider. During the lifetime of the contract this may include applicants and grant holders from programmes other than IiC2. The aim of appointing an external service provider – or a consortium led by a single lead party – is to improve practice in business and financial planning and ensure that high quality support is consistently available to those applicants and grant holders referred to the service provider. The Big Lottery Fund anticipates that this contract will contribute to an increase in the viability of project proposals received by the Big Lottery Fund and an increase in the sustainability of projects funded. The contract term will be 5 years with the option to extend for a further 12 months. The contract will be awarded on a call-off basis according to the volume of referred projects. The budget for this contract will be up to 660 000 GBP (including VAT). Should you wish to express an interest in this procurement, please read and follow the instructions in III.2) conditions for participation of this OJEU notice.
