UK-Aberystwyth: technical inspection services
PGI designation inspection services. Hybu Cig Cymru ("HCC") is a body set up with primarily state sector support. HCC undertakes activities relating to the development and promotion of Welsh red meat. In particular, HCC is involved in red meat industry development and market development initiatives. HCC is seeking to award a contract to a service provider for the provision of protected geographical indication ("PGI") designation inspection services. In summary, HCC will require the successful tender to administer the PGI designation inspection and certification scheme for Welsh lamb and Welsh beef, carry out inspections (both annual and unannounced) of abattoirs and processing plants operated by organisations which use the designations Welsh lamb and/or Welsh beef (and in the case of organisations operating abattoirs, inspections of the farms which have supplied the Welsh lamb and/or Welsh beef slaughtered by the inspected organisations), report the results of the inspections back to HCC and to the inspected organisations and prepare certificates of approval for the organisations who pass inspections. In particular, HCC requires the successful service provider to provide the services in accordance with best practice, which includes: — organising inspections efficiently and attending inspections in accordance within timelines agreed by the service provider and the organisations to be inspected, — ensuring that it maintains attention to detail when carrying out inspections, — ensuring that inspection and certification documentation produced are accurate, — preparing reports and providing feedback to HCC which is clear, user-friendly and accessible; and, — managing inspections and individuals within organisations being inspected in a robust yet polite manner. HCC considers that it would also be desirable if the successful tenderer could offer a solution for communicating with some of the organisations being inspected in the Welsh language (where requested). The number of organisations which are approved to use the PGI designations Welsh Lamb and/or Welsh Beef varies from time to time. Between April 2010 and March 2011 59 organisations were approved to use the PGI designations Welsh Lamb and/or Welsh Beef: 36 in Wales, 21 in England and 2 in Northern Ireland. As the number of organisations wishing to use the PGI designations may vary from year to year, the number of inspections that HCC will require the successful tender to carry out over the term of the agreement may also vary. Accordingly, whilst the number of the inspections actually required may increase or decrease from the current levels, HCC does not guarantee that the successful service provider will be commissioned to provide a minimum level of inspections. Whilst there are currently no organisations outside of the UK who are approved to use the PGI designations Welsh lamb and/or Welsh beef, organisations interested in participating in this tender process should note that if an application to use such PGI designations outside the UK is received by HCC, the successful service provider will be required to provide the services in respect of such organisation. In consideration for providing the services, HCC will pay to the successful service provider monthly charges in arrears following the production of invoices by the successful service provider. The monthly charges shall be based on: — a fixed monthly administration charge throughout the term of the agreement, — a fixed unit rate in respect of each abattoir inspection carried out, — a fixed unit rate in respect of each processing plant inspection carried out; and, — a fixed unit rate in respect of each farm inspection carried out. The charges shall be calculated by adding the administration charge for the relevant month to the total charges payable for inspections in respect of that month. The total charges payable for inspections shall be calculated by multiplying the total number of inspections completed in that month against the relevant inspection rates. Organisations interested in participating in this tender process should note that their financial proposals in respect of the services will have to be exclusive of VAT but inclusive of all other costs and expenses. Fully Spares Inclusive Asset Availability Service for the T55 Chinook Engines including Accessories. Repair and maintenance services of aircraft engines. 1. The Ministry of Defence (MoD) Defence Equipment & Support (DE&S) Helicopter Engines Project Team (HEPT) has a requirement for the provision of support for the T55 Helicopter Engine (T55-L-712F and 55-L-714A variants), including accessories, fitted to all Marks of Chinook (hereinafter referred to as Chinook). The Chinook fleet is expected to remain in service until 2040 and is operated by the Royal Air Force through the Joint Helicopter Command (Front Line Command). 2. When the engine or accessories become unserviceable or no longer fit for purpose, they require bespoke Repair and Overhaul (R&O) and technical support activities in order to return them to a certified serviceable condition to ensure their continued use In-Service. 3. The MOD does not hold Design Rights for this engine, so selected Tenderers should be in a position to comply with all necessary licensing requirements of the Original Equipment Manufacturers and Design Rights Holders. 4. The support requirement is for a full availability service for engines and accessories which shall include but not be limited to: a) Engine, Accessories and Spares availability; b) Depth Repair and Overhaul (including Test); c) Post Design Service (PDS); for all engines supported from the Chinook Main Operating Base, at RAF Odiham, UK. Note: Accessories include, for example, Digital Electronic Control Unit, Hydro-Mechanical Assembly, Special-To-Type-Containers, Harnesses and Test Beds etc. 5. The support required would be on the basis of an Asset Availability Service (AAS)(On Balance Sheet). For the purposes of this contract AAS is defined as the provision of Engines, Modules, Line Replaceable Units and Spares to 'Forward' to a number of discrete delivery points in order to support a Forward to Depth engine repair support policy and the provision of Post Design Service to meet the Front Line Commands annual flying task. 6. This will be a long-term commitment circa 28 years with a Category A Project value of 400 000 000 (Pounds Sterling) and above, with 3 to 5 year re-pricing points and exit criteria, subject to meeting all requirements of monopoly laws and value for money assessments, by Her Majesty's Treasury. 7. This requirement will only be considered as a whole and, the Authority invites proposals from Tenderers who may offer all of the above services in a potential Asset Availability Service or another compliant, innovative, cost-efficient solution. 8. This requirement has International Traffic in Arms Regulations (ITAR) implications and any selected contractor should be in a position to comply with these Regulations at contract start (currently planned for 4th Quarter 2012). 9. This contract will be awarded and maintained under English law. 10. Tenderers shall comply with the following Quality Assurance and Defence Standard (DEFSTAN) Publications: a) AQAP 2110 Edn 1 (NATO Quality Assurance Requirements for Design, Development and Production); b) DEFSTAN 05-130 Part 1 Issue 2 (Maintenance Approved Organisation Scheme (MAOS) Military Regulations Part 145: Maintenance Organisations); c) DEFSTAN 05-123, Part 1, Section 1, Issue 2 (Design Approved Organisations Scheme (DAOS). 11. Those expressing an interest should note that PQQs will be issued as a first method of selection. The issue of the PQQs may be up to 6 months from this notice. 12. Only suppliers who are successful at the PQQ stage will be issued with the ITT. 13. Site visits may be undertaken as part of the tender evaluations, where the Tenderer may be required to demonstrate their ability to produce consistent quality.
