2415C Investing in communities II - provision of technical expertise relating to the development and management of renewable energy products The Big lottery fund is a non-departmental public body and the largest UK Lottery distributor. The Big lottery fund's community renewables support contract in Scotland is part of the growing community assets (GCA) investment area of our wider Investing in communities (IiC2) portfolio that will be launched on 30.6.2010. For IiC2 our application process will be in 2 stages. At stage 1 our application form will focus on the need for the project and the proposed difference it will make. Organisations may be awarded development funding and support at this stage. Organisations invited to submit a stage 2 application will complete a more detailed form asking them to develop outcomes and indicators for their project as well as the project delivery method and full budget. GCA is about communities having more control and influence over their own future through ownership of assets. Our aim is to make communities stronger and more sustainable by helping them to acquire, manage and develop assets, providing quality services and amenities that generate income streams. Development of these assets should improve the social, environmental and economic future of the community. Revenue-generating renewables projects run by community groups frequently demonstrate a good fit with the outcomes of GCA. During the first phase of GCA, which has recently closed, we awarded funding to 21 community renewables projects. The majority of these projects were on-shore wind farms, but also included hydro-electric projects and an anaerobic digester. The aim of appointing an external service provider – or a consortium led by a single lead party – is to ensure that high-quality expert support is consistently available to those applicants and grant holders referred to the service provider. The Big lottery fund anticipates that this contract will contribute to the successful and timely delivery of revenue-generating community renewables projects funded through the GCA investment area. The contract term will be 5 years with the option to extend for a further 12 months. The contract will be awarded on a call-off basis according to the volume of referred projects. The budget for this contract will be up to 325 000 GBP (including VAT). Tamar Bridge term consultant. The Tamar Bridge forms a vital link across the Tamar estuary between the town of Saltash in Cornwall and the city of Plymouth in Devon. The crossing is jointly owned by Cornwall Council and Plymouth City Council who operate the toll bridge. The Tamar Bridge is a suspension bridge with a total length of 642 m with a main span of 335 m, the deck level being approximately 40 m above the River Tamar. The bridge carries a daily average of 50 000 vehicles. The bridge was opened in 1961 and at the time of opening was the longest suspension bridge in the UK. The bridge was strengthened and widened between 1999 and 2002. Detailed inspections are undertaken on a quarterly basis along with inspections to comply with the requirements of BD 63/07. The joint councils wish to contract a consultant to undertake annual structural bridge inspections, to undertake special inspections as required, to advise on the occasional passage of abnormal loads and to provide design and other advice related to maintenance of the bridge, including the preparation of maintenance works contracts.
