Support for the impact assessment of a proposal to address maritime transport greenhouse gas. The objective of this service contract is to provide support to the Commission services during the preparation of a proposal to reduce GHG emissions from ships, in particular: — identify the problem and its main drivers, — identify and describe in detail the relevant policy options to address the problem, — provide all necessary data and modelling, including methodology and quantitative assessment of relevant historical emissions, — provide all necessary technically detailed policy proposals and advice, including analysis of which types of shipping are most suitable for certain approaches and regulatory structures, — assess the economic, social and environmental impacts (both in the shipping sector and the wider economy) of different options to address international maritime transport emissions, — compare different policy approaches, — provide a methodology and quantitative assessment of relevant historical emissions, — provide technical advice and analysis, — administrative and management arrangements for implementation and enforcement phase.
