Please do not contact Halton Housing Trust to request tender documentation, log on To www.cirrustenders.co.uk to access the tender directly. Halton Housing Trust (HHT) is a not for profit housing association, who own and manage 6 100 homes in the Cheshire towns of Widnes and Runcorn. Officially called a registered provider of social housing, we were formed in December 2005 following the transfer of homes from Halton Borough Council. We employ over 240 people including a strong team of 80 trades people in our construction services team. HHT is seeking bids from experience companies who can provide the following ICT systems: — Housing management, — Contractor management (for the in-house construction services), — Customer relationship management (CRM), — Mobile working, — Workflow. Additional requirements are reporting functionality, and a fixed term maintenance and support package to support the purchased systems. Please note: bidders will be expected to be able to deliver all products and services listed above as part of this tender (either directly or via their own subcontract supply chain), no further subdivision will occur. If your company can only deliver some of the products or services, your bid is unlikely to be successful. Shortlisted bidders will have demonstrated a proven track record of supplying, implementing and supporting the range of systems required by HHT in similar operating environments. The outcome of the tender process will be a contract with a single supplier to supply and implement the required IT systems to the specification to be set out in the invitation to tender (ITT), together with an associated maintenance and support package. The maintenance and support package contract will last for an initial period of 5 years, with 5 annual options to extend the contract to a maximum of 10 years in total, at the discretion of HHT. The successful supplier will commence implementation no later than September 2011, with an immoveable deadline for the housing management system to be fully operational by August 2012. Subsequent deadlines for other secondary systems will be established as part of the ITT. HHT are purchasing the above systems for HHT and any group, structure or organisation that may replace it in the future. The contract will also be available for any future subsidiaries of HHT. The current HHT technology environment is based on a fully virtualised Windows 2003/2008 server environment using VMware. The desktop environment utilises virtual desktop infrastructure (VDI) technology to deliver individual desktops to Sun Ray zero client devices in all offices and users also have laptops for remote working. The desktop operating system is currently Windows XP, but will be migrating to Windows 7 shortly. Users also have a variety of Windows mobile smartphone devices. The following systems are currently in place: — Open accounts finance system, — Keystone asset management system, — Snowdrop HR (human resources) system, — Opti-time appointment scheduling system, — HousingDocs/Filestream electronic document management system. The successful bidder will be able to demonstrate that their product(s) can either successfully integrate with the above systems at the appropriate integration points, or will provide a variant bid offering an equivalent product that performs the same function as the existing system but is integrated with the core housing management system being offered. Please note: shortlisted bidders will be able to offer variant bids containing alternative products to the existing open accounts, Keystone and Snowdrop systems. However, no alternatives will be accepted for Opti-time or HousingDocs/Filestream – bidders systems will need to demonstrate the ability to successfully integrate with these systems at the appropriate level as a condition of award.
