Framework agreement for the provision of a voucher scheme for the supply of decorating materials. Renfrewshire Council, on behalf of Renfrewshire Council and Stirling Council, are inviting tenders from suppliers to enter into a framework agreement for the supply of decorating materials to council tenants through a decoration voucher scheme. The supplier will provide decoration vouchers or cards which the tenants can then exchange for their choice of decorating materials. The supplier will provide a monthly statement of all amounts spent through the voucher scheme and operate a statement billing and invoicing process. Renfrewshire Council requires a supplier to provide its tenants with decorating materials either through a local outlet or through an internet/phone/postal ordering system with free delivery direct to tenant. Stirling Council requires a supplier to provide its tenants with decorating materials through a bespoke scheme involving a local store, internet, phone and postal ordering systems with delivery direct to tenant. The supplier may also be required to liase directly with the tenant through a home visit where the tenant is elderly or disabled. Stirling Council will provide a pricing schedule in which the supplier can provide rates for these additional services. The tender will be split into 2 lots, one for Renfrewshire Councils requirement and one for Stirling Councils requirement. Suppliers can tender for one or both lots as appropriate. It is envisaged that 2 suppliers will be selected for inclusion on the framework agreement, one for each lot. However, Renfrewshire Council reserves the right to increase or decrease this number or to award the framework agreement, in its entirety, to one supplier should this be the most economically advantageous route.
