Relaunch of 'European policies and practices in designing and delivering outcome-oriented curricula in vocational education and training'. The contract has the following main objectives: — to map and comparatively analyse outcome-oriented approaches to curriculum policy and practice in initial vocational education and training (IVET), and — to examine in depth the role of outcome-oriented approaches in curricula for facilitating or hindering learner-centredness and inclusiveness in teaching and learning processes. This service contract (study) should provide an overview of outcome-oriented approaches to curriculum policies in the 32 countries participating in the education and training 2020 strategic framework ('ET 2020'), as well as an in-depth analysis of 15 case studies of how such policies are implemented in practice. The study should propose a typology of approaches examining — among other — the different understandings, roles and functions of outcome-based approaches in VET curricula, the methods used for curriculum design and stakeholders' involvement. Based on this overview, the contractor will analyse in depth the practical implementation of 15 cases based on secondary (desk research) and primary data (qualitative 'in situ' research methods), to identify strengths and weaknesses and to analyse the relationship between outcome-oriented curricula and learner-centred and inclusive teaching and learning. NEC assessment criteria and methodology study. There is hardly any capability today, and even less in the future, which will not benefit from the attribute of being network-enabled (NE). From this perspective and as one of the Agency's capability development plan (CDP) priorities, NEC represents the environment which allows other capabilities to fully become NE. As such, network-enabled capability (NEC) is supposed to provide design principles, implementation guidelines, assessment criteria and assessment tools required to design, implement and assess the degree of NEC compliance of various capabilities. Being part of a set of several closely related projects to be conducted by the project team (PT) NEC, this study represents a first step towards the coherent design of capabilities which are NE. The whole set of projects, including this one, is in line with the statements of the NEC vision and the recommendations of the NEC roadmap. The study shall be based on the NEC concept and the findings of the NEC implementation study (vision, roadmap and comprehensive architecture) and will address the following issues: — define the principles required for the 'network-enabled' attribute of various capabilities, both civil and military, in line with the people, information and technology domains, — refine the initial NEC maturity model provided in the NEC vision up to a fully-fledged, usable model, — propose a full set of assessment criteria for (civil and military) capabilities which are 'network-enabled', based on an NEC maturity model, — provide the technical specifications and a detailed cost estimate for the further development of set of NEC assessment tools to be used for assessing the degree of NEC compliancy of various capabilities, based on the NEC principles, the NEC maturity model and the NEC assessment criteria (the tool itself is the subject of a different PT NEC project).
