UK-Corsham: radio transmission apparatus with reception apparatus
Provision of a communication network in theatre (Project Kestrel). Radio transmission apparatus with reception apparatus. Radio equipment. Trailers. The Ministry of Defence (MOD) has a requirement for additional equipment for its Kestrel Meshed Direct Line of Sight (DLOS) Communications System which is currently deployed in Theatre at a number of sites. The current system/network which consists of the Radwin 2000C radio and Mobile Communications Units (MCU) needs to be expanded and deployed into more sites in Theatre. The equipment making up the current system and the network that evolved has been supplied by Horsebridge, acting as Prime Contractor, under a contract that was placed on a single source basis. The equipment involved is: Radio: a. Multi point and single point system; b. GSSP capability; c. Seamless inter-operability with the existing Radwin 2000C at release 4_4_15 MDP; d. Remote alignment functionality compatible to the MCU & existing structures; e. Blast damage fall arrest capability; f. Blast damage capability compatible with the MCU; g. Compatible with existing deployed equipment both software and hardware versions; h. Compatible with current UK and Germany based training fleet; i. Compatible with existing GSSP and RS 422 interference mitigation system. MCU: a. Comply with design standard EIA-222G or equivalent and be compatible with current deployed equipment; b. Have a self contained, climbable 30 m tilt up mast; c. Mast to be capable of erection with a minimum of 100 kg load at its apex and distributed 250kg mounting capability over the complete structure; d. Must be air-portable by both fixed wing and as rotary wing under-slung load with appropriate MOD airworthiness test certificate; e. Must have NATO and civilian towing capability adjustable for varying vehicle types; f. Compatible with current UK and Germany training fleet; g. Must have internal cooling system to +56c; h. Must be compatible with Radwin 4415 MDP; i. Must be capable of rapid, under 1 hour, deployment with fully operational communication system. Due to the need for continued operational effectiveness and compatibility of communications systems in theatre whilst ensuring fewer differing communication systems and thus reducing the training requirements of service personnel in theatre, the additional equipment required for the expansion of the network at the additional sites needs to be either of the same type and design meeting the same standards, or interoperable with the existing equipment and Network to ensure uninterrupted service which is imperative. As such it is the intention to either extend the existing contract or place a new contract with Horsebridge for the additional equipment and expansion of the network. However, if any supplier has the capabilities that meet the MODs requirement they are invited to express their interest in accordance with this advert. QCDA is currently responsible for the delivery of National Curriculum Tests in England including statutory Key Stage 2 tests under remit from the Department for Education (DfE). Key Stage 2 tests are provided to year 6 pupils in all maintained schools (and in non-maintained schools that opt to participate) for English and mathematics once per year. The Government is committed to rigorous, valid and reliable assessments at Key Stage 2 which ensure that schools are properly accountable for the progress that children make, providing good quality information for parents. It is setting up a new agency to oversee statutory assessment and tests within the Department for Education. The Government accepts that the current system of external assessment at Key Stage 2 needs to be improved and has commissioned an external review, chaired by Lord Bew, into testing and accountability. This will report by June 2011. QCDA requires the provision of external marking services for Key Stage 2 tests to ensure that statutory assessments can be delivered in 2012. Ministers will take account of Lord Bew's recommendations before awarding this contract. The duration of the contract will be for the 2012 test cycle, with an option to extend the contract to support the 2013 test cycle. The principal requirements of the successful supplier will be: (1) recruiting expert markers; (2) training markers; (3) registering pupils; (4) delivering scripts from schools to markers securely; (5) ensuring that all test scripts are marked to a high standard and on time; (6) returning marked scripts to schools securely; (7) providing results data to DfE and (8) providing a high level of service to schools, markers and DfE.
