Construction work for commercial buildings. The London Borough of Enfield is seeking competitive bids for this flagship housing project. Highmead is located in the district town centre of Angel Edmonton; a vibrant area of North London. The site is served by two rail stations: Silver Street and White Hart Lane which are a 25 minute journey into Liverpool street, as well as an extensive bus network. The project could also benefit from the development of the nearby Tottenham Hotspurs Stadium. The total site area is 0.6 hectares and currently comprises a residential tower block and a low-rise residential and commercial block. The Council are committed to the comprehensive demolition and rebuild of the site and have significantly invested in the site to kick-start the redevelopment and de-risk the development opportunity. Vacant possession of all 61 existing residential properties has been completed and the demolition of the residential tower block is underway. Vacant possession of the 14 commercial premises is well advanced and the Council has commenced a CPO process to ensure that vacant possession can be secured. The Council are on programme to have completed vacant possession and demolished the tower block, leaving a partially cleared site, at the point that a preferred development partner for the site has been selected. The Council are marketing the Highmead site with a full detailed planning consent in place. The preparation of the planning application was informed by a thorough process of market research. The planning consent permits a development that will include 120 mixed tenure (80 % private / 20 % affordable) residential properties, a 1,092 m2 commercial parade positioned on the main high street and a 180 m2 community building. The Council will transfer, on a long lease, the nearby Trafalgar Place car park to the development partner to provide additional car parking. A compliant bid is currently envisaged to incorporate two main components addressing the following: (1) A price for the Highmead site based upon the development opportunity, detailed in the Planning Consent dated 16.2.2011 and (2) A price for the Highmead site based upon the development opportunity, detailed in a subsequent planning application that includes a GP centre (that would replace some residential and commercial space). The evaluation of either one or both will be at the discretion of the Council. The Council are seeking competitive bids from developers, housing associations and consortia that can meet the Council's aspirations for the site and redevelop the site in accordance with the planning consent. The Council will be seeking a capital receipt and the provision of a community building as payment for the Highmead site.
