Restricted procurement of ANSI/NISO Z39.86 DTBook production services (TPB: 15-1822/09). The Swedish Library of Talking Books and Braille (TPB), in co-operation with the following Nordic government agencies: Celia in Finland, the Norwegian Library of Talking Books and Braille (NLB), Nota in Denmark and The National Agency for Special Needs Education and Schools (SPSM) in Sweden, aim to procure the following production services: the high quality text and image conversion of an estimated 600 000 pages of PDF and printed material in accordance with the ANSI/NISO Z39.86 specification for digital talking books; specifically the DTBook XML standard for presentation of text and image content and application of specific local adaptation requirements The selection and description of image and table content estimated at 2 550 hours of work in accordance with TPB?s guidelines Best practice in terms of production Production capacity providing secure turnaround goals Equitable and predictable production costs Transparent and straight-forward order, delivery, and invoicing administration Effective, open, and planned communication between partners Effective changeover to the evolving forms of the ANSI/NISO Z39.86 standard An efficient transition of production services from current supplier to new supplier in the event of such occurring. TPB head the procurement and are the designated procuring agency. The agencies? commission is to provide adapted materials for those with print disabilities, the adapted materials provided include: Braille volumes, digital talking books with human narration containing text and image content, digital talking books with synthetic speech narration containing text and image content and E-text. The agencies adapt a range of materials for users; materials include university texts, novels for adults, fact books for adults, novels for children, fact books for children, school texts and magazines. Without high text and image quality adaptations end media would not satisfy the requirements placed upon adapted materials by users. Consequently, this failure would undermine efforts to satisfy the basic human right of unhindered access to, and exchange of, ideas and information. Existing contracts for DTBook production services end on the 31.12.2010 and new contracts are required from the 1.1.2011. This pre-qualification questionnaire (?PQQ?) has been issued in connection with a competitive procurement conducted in accordance with the conditions for a restricted procedure defined under the Swedish Public Procurement Act - SFS 2007:1091. A restricted process is organised in the following way, candidates are invited to respond to a PQQ, and after selection based on the criteria defined in the PQQ invited candidates will be provided with an invitation to tender (ITT). After evaluation of tenders based on criteria defined in the ITT TPB will award contracts to successful candidates. The aim of this PQQ stage is to arrive at a short-list of a minimum of five (5) qualified candidates for formal invitation to tender. Responses to the PQQ must be made in English. Set out below is the proposed procurement timetable. This is intended as a guide and, whilst TPB does not intend to depart from the timetable, it reserves the right to do so at any time within the conditions of procurement regulation and if circumstances require it.
