UK-Telford: goods-handling equipment
Supply of Storage media & material handling equipment. Goods-handling equipment. The Authority is considering establishing a 4 year enabling contract for the supply of a range of storage media, material handling equipment and items used in a warehousing environment. The contract shall consist of approximately 170 items, all codified to the F3 DMC range, and shall provide a means of ordering items that are currently subject to ad-hoc purchasing. It is the Authority's intention to operate electronic trading by establishing the contract as an e-Catalogue, to be managed using purchase 2 payment (P2P). The catalogue shall allow users to order direct to meet their specific requirements, thereby eliminating the Authority's need to hold stock. The Authority is considering an arrangement whereby existing stocks of items in scope of the contract shall be issued to the successful contractor in exchange for a credit. Tenderers shall be provided with NATO stock numbers and manufacturers' part numbers and, using ISIS, shall be required to source and price the items for the contract period. There are no drawings or specifications available to issue with the Invitation to Tender. Tenderers shall be provided with forecasting data with the ITT to assist in this respect. A reverse auction, to be conducted using electronic means, may be used as part of the tender process. Specific guidance on the use of reverse auctions shall be provided with the ITT. The Authority shall engage in a programme of supplier relationship management (SRM) with the successful contractor as a means of evaluating the performance of both parties and the relationship between them. To assist with this process, the contract shall contain a set of key performance indicators, to measure performance in areas such as delivery and quality, and a gainshare arrangement to incentivise improved prices and lead times. In accordance with the Government's transparency agenda, the Authority shall publish the tender and contract documents online. Further guidance shall be provided with the ITT.
