NO-Sandnes: environmental monitoring other than for construction
Recipient surveys. Sandnes municipality, Stavanger municipality and IVAR would like to receive tenders for recipient surveys. The surveys are to be carried out in the period April 2011 to March 2012 with a final report by 30.8.2012. The Awarding Authority shall have an option to extend the contract for equivalent surveys in years on the same terms. In addition the contract will include an option for coast and fjord monitoring managed by Jæren vannområde for the period April 2011 - March 2012. The surveys are a part of a long term monitoring programme to follow the development in the main recipients for emissions from treatment plants which are operated under management of IVAR, emissions from municipal sewage plants and other emissions from the municipalities on the Stavanger peninsula. NO-Oslo: railway engineering services
Goods connection to Alnabru - Oslo-Ski, the Follo railway. The Ministry of Transport has, in a letter dated 13.9.2010, requested a review of a goods connection to Alnabru in connection with fixing a plan programme for a new double track Oslo – Ski (the Follo railway). The actual track alternatives for the new double track Oslo – Ski only have a connection to the goods terminal at Alnabru via Oslo S, something which will not be a practical solution. So that goods trains to Alnabru shall be able to use the Follo railway, a connection must be established between the new track and Alnabru which does not go via Oslo S. Alnabru goods terminal is the main point for goods transport in the Oslo area, and is besides a cross-over for all the railway lines in the area. The Follo railway will, when it is completed, be an important supplement to the current Østfold railway. An interaction is planned between these 2 railways, which will make it possible to separate the train traffic by local trains and trains which shall stop at several places en route between Oslo S and Ski using the Østfold railway, and direct trains without stops using the Follo railway. In this way optimum exploitation of the capacity for trains provided by the development will be achieved. The south corridor is important for goods transport to/from abroad. The Østfold railway is approx. 24 km long between Oslo S and Ski. The existing double track is used by both passenger trains (regional trains and local trains) and goods trains. To the degree that it is possible, goods traffic shall be allowed to run 24 hours a day and no traffic on the Østfold railway at night. The goods transport is planned to run on the Follo railway at night in periods of low traffic. The Follo railway is dimensioned for goods trains with speeds of up to 120 km/h, the same speed that several European tracks are dimensioned for. The assignment "Goods connection to Alnabru" is a part of the planning and engineering design services which shall be carried out for a new double track on the stretch Oslo – Ski (the Follo railway). The Follo railway shall, on the stretch between Gamlebyen and Langhus, have a branch which will make it possible to drive goods trains on the Follo railway to Alnabru goods terminal. It will be an advantage if goods trains on the Østfold railway can also use this connection, so as to avoid the steep rise up Brynsbakken, better noise conditions along the inner part of the Østfold railway at night, as well as to increase the total capacity. Therefore a connection from the Østfold railway towards Alnabru shall also be reviewed. The project includes work from the concept stadium to the complete detailed planning (ref. fig. 1), until the decision on whether (any possibly when) the project shall be realised. The project will to a large degree be rock installations, but there will also be some open air installations and probably a bridge construction towards Alnabru. Tenderers will be evaluated on competence and experience. RAMS analyses (EN 50128), environmental considerations and ROS evaluations (NS 5814:2008) will be important for finding the concept which best meets society's needs and fulfils the railway's needs. There will be a need for competence within the following railway professions: — signal (S), — tele (T), — contact wire (KL), — track geometry (SPOR), — electricity (low voltage and high voltage). For the substructure there will be a need for competence within a minimum of the following professions: — environment, including noise and vibrations, — town planning and ethical design, — 3D modelling, — engineer geology, — geotechniques, — construction techniques, — water and sewage techniques, — ventilation techniques, — site competence. The public planning process with impact assessment and the technical engineering design services will be carried out in separate assignments, but close cooperation will be required. So as to coordinate everything, there will be a need for good competence in project management and interface handling. NO-Oslo: railway engineering services
Detailed plan, railway engineering; Gamlebyen – Langhus (Tunnel). The existing Østfold line is a bottleneck for passenger and freight traffic to Oslo and the capacity is hard-pressed. Without a new double track the future capacity cannot exceed the existing capacity. 22 km with new double track between Oslo and Ski will provide increased capacity, shorter travelling time and improved punctuality on one of the most densely trafficked routes. With this project the society will be provided a four-track railway line system to Oslo S through Oslo and Akershus The Norwegian National Rail Administration, henceforth referred to as the Awarding Authority, has suggested Follo Line as the name of the new tracks, and this name will be used as a working title during the planning process. The Follo Line is essential in order to provide better local, regional and international train service. Capacity and travelling time improvements will provide new opportunities for settlement and regional expansion, and more freight traffic will be transferred from roads to railway. As a result of the expansion the shortest travelling time to Ski will be 11 minutes. Local trains shall continue to use the existing Østfold line, while fast trains shall use the new double track. In September 2010 the Ministry of Transport and Communications decided on the planning programme for the Follo Line. With this, it became clear that the Follo Line will have the longest railway tunnel in Norway and that the tunnel as the first railway tunnel in Norway will be built with double tubes. The Follo Line shall follow an eastbound route to Ski, and shall be routed through Loenga to Oslo S. The Ministry of Transport and Communications also requests that the Awarding Authority make plans for a connection between the Follo Line and the freight railway track to Alnabru. The route for the Follo Line is now subject to further elucidations, and the final route will be decided by the Ministry of Transport and Communications through an impact assessment. Then, the line shall be regulated in Oslo, Oppegård and Ski. At present the project "New double-track Oslo-Ski" comprises of: — New double track between Oslo S and Ski, — Lead-in to Oslo S, — Gamlebyen – Langhus (tunnel), — Langhus – Ski (open air section), — Ski station, — Ås overtaking track, — Freight connection to Alnabru. This contract includes railway engineering for the section Gamlebyen – Langhus (tunnel). The engineering design assignment will include necessary engineering design in connection with detailed plan with technical solutions, costs and impact assessments as a basis for the development plan and construction schedule. The assignment include railway engineering (track, electric power, contact line and tele-engineering). Signalling engineering will be procured in a separate contract.
