The IPS was a response to a need to improve outcomes through placement choice for looked after children. (LAC) for whom Wolverhampton City Council has corporate parenting responsibility. The IPS has been successful in its aim of developing local residential care facilities that promote residence of young people in or near the city, maintaining important social contacts, local education and health provision. This has been achieved through a mixed economy of provision, combining directly managed with commissioned resources. The current aim is to increase in-house fostering provision and address the balance between this and externally purchased placements by increasing the former. The provider will be expected to recruit a maximum of 91 carer households, providing no less than the target number of 120 placements over the 3 year life of the contract. A schedule is provided of the number and type of carer households and the number and type of placements required over the 3 years. (see appendix I). The provider will recruit, provide initial training and assess prospective carers and present them to the purchaser's fostering panel for consideration of registration to become carers for the City Council. Prospective Foster Carers shall be recruited and assessed by the provider according to the requirements of the national minimum standards for foster care and associated legislation and regulations. As an integral part of the recruitment and assessment of prospective foster carers, the provider shall provide training to prospective carers sufficient for the applicant to demonstrate their aptitude and competence for the task of being a foster carer. The provider shall ensure that the assessment is full and comprehensive with proper records being made and retained in respect of all assessments undertaken so that at the conclusion of the assessment a full and detailed report is available for consideration by the purchaser's fostering panel. The provider shall recruit, assess and present to the purchaser's fostering panel prospective foster carers for approval by the purchaser's agency decision maker.
