UK-East Kilbride: general management consultancy services
Support to audit service Sierra Leone. General management consultancy services. The UK Department for International Development (DFID) is seeking to appoint a firm from April 2011 until 30 April 2012 to act as a service provider to the Audit Service of Sierra Leone (ASSL). The main objective will be to provide procurement assistance, fiduciary oversight and Technical Assistance (TA) to the ASSL, the recipient, in order to achieve the project goal, purpose and outputs. The project documentation and Logframe are attached with the ToRs. This phase of DFID support to the ASSL can be summarised as an institution sustainability programme, building on previous solid achievements to date but also strengthening the ASSL's capacity in areas of its mandate that hitherto have been subject to less attention and resource inputs. The Contracting Authority is seeking an experienced and innovative provider to invest in, develop and provide a range of ICT support services through a strategic partnering arrangement based on outsourcing the current internal ICT service. In addition the strategic partner is to support the Contracting Authority and any Arm's Length Management Organisation of the Contracting Authority in applying innovative use of ICT services to enable the achievement of strategic goals, including service improvements and cost savings. The principal outputs of the ICT Service Contract will be to maintain and improve relevance, costs, effectiveness, and resilience of the ICT services and to sustain and improve the customers' satisfaction with ICT services. UK-Oxford: building and facilities management services
Property asset management (services and works) contract for Oxfordshire County Council and framework agreement for the participating bodies. Oxfordshire County Council (the Contracting Authority) is seeking an innovative private sector partner to develop and provide a range of property services and works through a strategic partnering arrangement (the OCC Contract) and a separate framework for participating bodies (the framework agreement). The Contracting Authority anticipates that the core requirements that may be included in the OCC Contract are as follows for the Contracting Authority; similar services for the Participating Bodies may be required under the framework agreement: Estates: management of property transactions, covering property acquisitions, disposals, valuations, rent, rates and lease reviews and renewals for the Contracting Authoritys corporate estate of approximately 850 buildings. Capital projects: design and construction of the Contracting Authoritys capital works programme. Repairs and maintenance: management and delivery of repairs and maintenance services to circa 850 corporate buildings including schools. Facilities management: covering the provision of all Soft FM services to the Contracting Authority. Energy management: the provision of energy use monitoring & targeting, user and technical education & advice. Also the management of programmes of energy use and CO2 emissions reduction projects. In addition, the Contracting Authority currently operates an in-house cleaning service (quest cleaning services) and an in-house schools catering service (food with thought). These services are currently included in the scope of the OCC Contract and the Framework Agreement. However bidders should be aware that either of these services, both of them or neither of them maybe excluded from the scope should the Contracting Authority not consider them commercially viable. It is anticipated that the Contracting Authority will explore these issues further with the bidders that are invited to participate in dialogue. This list is not exhaustive and consideration may be given both during the procurement process and the contract term of the OCC Contract and the Framework Agreement to the inclusion of additional services or options for additional services which will assist in delivering the services and principal objectives listed above. It is anticipated that the service provider will need to deliver the services from April 2012. Further details are set out in the initial descriptive document (information document). In addition to the OCC Contract, the Contracting Authority anticipates letting a separate framework agreement for call-offs by Participating Bodies as set out below: The district councils and borough councils in Oxfordshire which are Oxford City Council, Cherwell District Council, South Oxfordshire District Council, Vale of White Horse District Council and West Oxfordshire District Council; All parish councils (details of which can be found at: http://mycouncilpages.oxfordshire.gov.uk/mgParishCouncilDetails.aspx?LS=17&SLS=4&bcr=1.); All maintained schools (including free schools, academies and voluntary aided schools), further education colleges (which are Oxford and Cherwell Valley College, Abingdon and Witney College, The Henley College) and Oxford Brookes University; Thames Valley Police and NHS Bodies (which are Oxfordshire Primary Care Trust, South Central Ambulance Service NHS Trust and Nuffield Orthopaedic Centre NHS Trust). The Contracting Authority is acting as a central purchasing body through which the Participating Bodies may wish to procure substantially similar services to those included in the OCC Contract under a separate framework agreement but without any obligation on the Participating Bodies to participate. Accordingly it is the intention that the Participating Bodies should be able to rely on this procurement to purchase such services without the need for any further procurement process. The duration of an individual call-off contract under any framework agreement will not necessarily be limited to four years but will be governed by the subject matter of the call-off contract concerned. The form of the call-off contract will be agreed during the current procurement process subject to the right to make specific amendments in respect of an individual call-off. It should also be noted that in the event of re-structuring within local government and/or the wider public sector that this procurement and / or the OCC Contract and any framework agreement awarded will pass to successor authorities to the Contracting Authority or any of the Participating Bodies that are public sector bodies, local authorities or state-funded schools. No guarantee or warranty is given as to the nature or volume, if any, of the services of the number of call-offs, if any, under any framework agreement. The Contracting Authority reserves the right to award only the OCC Contract and not to award any Framework Agreement or alternatively to award the OCC Contract and any framework agreement at different stages of the procurement process. Bidders should note that post contract award the scope of the contract may be subject to minor variations to cater for urgent and/or unforeseen additional works/services falling within the core requirements and identified elsewhere in this notice. Ellipse Data Survey Programme. Southern Water Services Limited (SWS) is looking for a Service Provider to assist with introducing a new Asset Data Hierarchy for Sites in Ellipse. The Service Provider shall have the capability to provide all the services required for this agreement. The requirements SWS may require for this project are detailed below but not limited to: 1. Equipment Set and Component records to be consistently set up across the company; 2. Equipment Sets and their Components to be correctly allocated to the relevant part of the Asset Data Hierarchy; 3.
